Duties and Responsibilities
ANALYSIS AND REQUIREMENTS GATHERING
¿ Gather complex system requirements by meeting with clients and researching existing technology to understand the business requirements and possible solutions for new applications.
DESIGN AND DEVELOPMENT
¿ Develop/change data input, files/database structures, data transformation, algorithms, and data output using appropriate computer language/tools to provide technical solutions for complex application development tasks.
¿ Document code and associated processes by adhering to development methodologies, adding code comments and appropriate documentation to the various knowledge-base system(s) to simplify code maintenance and improve support.
¿ Provide thought leadership in designing and developing innovative integrated solutions.
¿ Provide guidance in application design and development to more junior staff.
TESTING AND DOCUMENTATION
¿ Test all changes using the appropriate complex test scenarios to ensure all delivered solutions work as expected, and errors are handled meaningfully.
¿ Author and maintain documentation by writing audience-appropriate materials as technical and/or end-user references.
IMPLEMENTATION AND MAINTENANCE
¿ Implement changes by adhering to the change management policies and procedures for any given project to communicate to all parties the solution’s nature, significance, and risk factors.
¿ Monitor changes and resolve complex problems by responding as they occur, reviewing all processing and output of the newly implemented solution, and proactively ensuring the solution works successfully to satisfy the customer requirements and provide a smooth transition to the new solution.
¿ Provide support by investigating and resolving issues, including complex issues, to ensure prompt, effective service.
¿ Perform other duties as may be required.
Qualifications/special skills
Academic Qualifications:
A university degree or master’s degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines;
Experience:
¿ A minimum of 3 years of experience for a bachelor’s degree and a minimum of 1 years for a master’s degree in web applications design and delivery for the public cross-culture audience.
– Expert knowledge of WordPress themes, plugins configuration, custom plugins development, security.
– Expert knowledge of HTML5, CSS3, JavaScript, jQuery, Bootstrap, and responsive design
– Expert knowledge of front-end development in websites and web applications.
– Strong experience in converting comprehensive layouts and wireframes in working HTML pages
– Ability to understand CSS changes and their ramifications to ensure consistent style across platforms and browsers
– Expert knowledge of RESTful APIs and formats (JSON, XML)
– Expert knowledge of PHP and MySQL
– Working knowledge of Docker containers
– Demonstrable experience with UI and UX principles, concepts, and techniques.
– Demonstrable success on WordPress projects as a technical lead or senior individual contributor.
DESIRABLE EXPERIENCE
– Experience participating in Agile projects.
– Familiarity with Jira, Bitbucket, Bamboo, Jenkins, AWS Cloud Services.
– Experience with Drupal website design and development

Service Conditions:
¿ The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
¿ Remuneration for this consultancy will be 1410.70 USD depends on fund availability and qualifications, and relevant experience.
¿ The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

Additional Information
UNRWA launched a Digital Learning Platform (DLP) in April 2021 to ensure education continuity even in the face of crises. The platform was designed during the COVID-19 pandemic to enable uninterrupted education to UNRWA students when in-person learning had to be suspended. To date, more than 7,000 digital self-learning cards / materials have been uploaded to the DLP, which facilitates student learning during school closures or periods of hybrid learning. Since its launch, the platform has received 6.2 million visits by 700,000 users. The platform was recognised by UNESCO’s Global Learning Coalition as a successful tool to support distance learning of students, including during emergencies.
To build on the success of the Digital Learning Platform (DLP), and take it to the next level, a DLP Phase II is envisaged. As part of this, UNRWA will undertake a pilot project, wherein teachers and students would use comprehensive and self-contained digital teaching-learning materials (TLM). This pilot will be conducted on a limited scale and evaluated with a view to potentially rolling the initiative out more broadly.
UNRWA Information Management and Technology Department (IMTD) is seeking a Software Developer who will be responsible for designing and developing software solutions in HQG IT Service Center or supporting software development projects at UNRWA HQ Amman.
The consultant will report administratively and technically to Head Information Technology Service Centre at
