Org. Setting and Reporting
This position is located in the United Nations Mission in South Sudan (UNMISS). The Contracts Management Officer will be based in Juba and will report to the Chief, Budget and Support Unit (BSU) in Warehouse and Commodity Management Section. The Contracts Management Officer shall support the Chief BSU in managing the work of the Budget and Support Unit of the Section. The Warehouse and Commodity Management Section (WCMS) comprises the Fuel, Rations, General Supply, Centralized Warehousing and Budget Support Units.
Responsibilities
Within delegated authority, the Contracts Management Officer will be responsible for the following duties: – Review, monitor, assess, and oversee WCMS contracts. – Plan and prepare cost estimates and budget proposals in accordance with the Section’s resourcing requirements; review, analyze, and revise data and explanations related to the finalization of budget proposals, as well as provide inputs for Results-Based Budgeting. – Design, develop, and update relevant software for budget and expenditure monitoring, tracking and reconciliation. – Support the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management. – Ensure the efficient and effective use of budgetary resources by robustly monitoring budget utilization against the approved budget and providing timely information to management for decision-making. -Oversee the adherence to contractual agreements for material, equipment and production costs, performance requirements and delivery schedules by periodic and ad hoc checks. – Prepare budget performance reports and ensure that accurate and correct data and information are provided by the various units within the Section. – Review and finalize performance reports, ensuring valid and adequate variance explanations between approved budgets and actual expenditures. – Ensure that accurate and complete accounting, reporting, and internal control systems are functioning, with all relevant records monitored and maintained. – Analyze variances, and review performance reports on Section activities, providing remedial action programs as necessary. Serve as the Section’s audit focal point. – Develop strategies and design innovative solutions in coordination with the Procurement Section, Acquisition and Requisition Unit, and other mission stakeholders for the implementation of the Section’s Acquisition Plan. – Serve as the acquisition planning expert within the Section, responsible for the development and management of the acquisition plan for various services and commodities (e.g., supplies, food rations, fuel, office supplies, furniture, fixtures, accommodation, and office equipment). – Submitting cost recovery for products and services provided to authorized UN entities, UN Contractors and UN Personnel through the Service Delivery (SD) module and creating Business Partners (BPs) in Umoja prior to servicing external entities, in compliance with existing Memorandum of Understanding (MOUs). – Ensure the mission earns all the Prompt Payment Discounts (PPDs) and Acceptable Performance Levels (APLs) credits against Contractor invoices. – Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. -Ensures that requirements and background information used for data analysis are documented. – Perform other duties as assigned.

Education
High School diploma or equivalent is required.
Job – Specific Qualification
Certification in Umoja Service Delivery and Cost Recovery is desirable.
Work Experience
A minimum of ten (10) years of progressively responsible experience in supply chain management, acquisition planning, logistics, project management or related area in an international environment is required. The minimum years of relevant work experience is reduced to five (5) years for candidates who possess a first level university degree. At least five (5) years of progressively responsible experience in budget formulation, financial monitoring, budget management and cost recovery in an international Organization is required. Experience working with Enterprise Resource Planning (ERP) systems such as Umoja Budget Planning and Consolidation, Umoja Supply Chain Planning Tool, Supplier Relationship Management (SRM), Service Delivery Module for cost recoveries is required. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
