Capture & Project Design Phase (35% LOE)

  • Collect due diligence data and documentation for potential local and international partners that can demonstrate evidence of capacity to effectively manage awards including reviews of policy and procedures, annual budgets, recent audits, financial and programmatic reports, and local registration, as well as assessing fitness for award receipt by running these organizations and their leaders through the EPLS database.
  • Conduct initial review of due diligence responses to ensure compliance while minimizing organizational risk to ACDI/VOCA and provide a summary assessment flagging any concerns for the MD, CC&T.
  • Work directly with international and local partners to frame and complete their anticipated business and cost application materials including supporting their registration in systems like SAM.gov, in alignment with client initiatives.
  • Ensure partner electronic files are securely maintained.

Bid Strategy & Proposal Development Support (50% LOE)

  • Support proposal teams in being compliant with ACDI/VOCA’s best practices and policies, solicitation requirements, and client policies across a range of opportunities, donors, and schedules, especially flagship programs for USAID and USDA, such as Food for Peace and Food for Progress, based upon analysis of specific solicitations.
  • Adapt tools and templates, as directed, to facilitate the process of engaging partners in live bid opportunities.
  • Serve as partner liaison, as assigned, on active bids to communicate with partners and track partner inputs to ensure all documentation is received in full and in a timely manner.
  • Track, review and provide feedback as needed, on partner documentation, ensuring compliance with solicitation requirements, including ensuring partner electronic files are securely maintained.
  • As needed, provide desk research on complex regulatory compliance standards and propose award enhancing solutions which highlight innovation while minimizing organizational risk.
  • In coordination with the Proposal Manager (PM), gather and track all final deliverables of the cost volumes of proposal and coordinate the hand-over of materials to the proposal production team.
  • Support the MD, CC&T as directed in client communication including, but not limited to, formatting questions, drafting waiver requests, and planning submission cover letters.
  • Coordinate the closeout of proposal files and subsequent handover to implementation teams upon award.

Process Improvements & Trainings (15% LOE)

  • Help develop and modify checklists and instruction manuals as needed for successful delivery of inputs for partners.
  • Participate in internal debriefing meetings and make informed recommendations on how to improve cost and pricing activities/products.
  • In collaboration with PM, Proposal Leader, and MD, CC&T, help adjust process and deadlines as needed, while upholding corporate interests, business needs, and our overall win strategy.
  • Maintain organizational databases of international and local partnerships.
  • Review internal and external debriefing analysis; as directed, implement improvements accordingly.
  • Remain current on industry trends and best practices.
