Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the On-Site Inspection Division (OSI). The On-Site Inspection (OSI) Division develops operational capabilities to undertake inspections in line with the provisions of the CTBT. After the treaty enters into force, an on-site inspection (OSI) is launched to establish whether or not a nuclear explosion has been carried out. During such an inspection, facts might also be gathered to identify a possible violator of the Treaty. It thus constitutes the final verification measure under the CTBT.

Reporting Lines

Under the supervision of the Director, On-Site Inspection (OSI) Division, to:

Duties and Responsibilities

  1. Coordinate the work of the OSI Division sections to align with the authorized divisional programme and budget, authorized action plans/exercise plans/ programs of work, and the PTS Medium Term Strategy.
  2. Coordinate the preparation of submissions to senior management on OSI related activities. Lead the preparation of submissions to the Policy Making Organs and participate in meetings. Liaise with Working Group B Task Leaders for OSI to align their priorities with the OSI work plan/action plan.
  3. Develop, along with the divisional programme and planning officer, the biennial programme and budget document including key performance indicators, and the annual procurement plan. Monitor the implementation of the budget and procurement plan and address any shortfalls that may occur.
  4. Provide plans on matters critical to the work of the Division and undertake the coordination of tasks assigned by the Director. Alert the Director of any performance issues and propose solutions.
  5. Review and analyze the work programs and assess the achievements and effectiveness of their implementation, including working with QMPM and Internal Audit units. Propose to the Director any possible improvements to increase efficiency and effectiveness and assure quality.
  6. Assist the Director in workforce planning and management, including the preparation of recruitment requests, contract extensions and other personnel related matters.
  7. Coordinate with other Divisions and Sections throughout the Organization and external service providers to assure that the requirements of the OSI Division and the CTBTO Preparatory Commission are met in the most cost-effective manner.
  8. Participate in the clarification of special event studies or other requests from State Signatories in coordination with the IDC and IMS Divisions. Coordinate with other technical divisions to deconflict activities particularly those held at the PTS Technology Support and Training Centre.
  9. Participate in OSI expert meetings, workshops, field tests, exercises and training courses as a subject matter expert, instructor or participant, including in leadership positions such as Inspection Team Leader. Be prepared if requested, to perform OSI duties in remote areas, for lengthy periods, and at short notice.
  10. Perform other duties as assigned.

Education

  • Advanced university degree in engineering, nuclear and/or geophysical science, management or a related field;

Work Experience and Qualifications

  • A minimum of ten (10) years of relevant working experience including at least five years of international experience in the field of management and technical developments;
  • Knowledge of and proven experience in budget management and workforce planning is essential;
  • Demonstrated ability to show initiative, political sensitivity, tact and excellent judgement, including strong analytical and negotiation skills is essential;
  • Proven experience or demonstrated capability in coordinating teams in a complex and dynamic environment that requires multitasking among multiple concurrent projects while also handling interruptions;
  • Strong ability to communicate effectively in a multicultural environment is essential;
  • Track record of building creative, productive partnerships internally and externally is essential;

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
