Your team

Within the Division Human Resources and Services, the Corporate Security service is responsible for ensuring the development and application of security rules and regulations to safeguard EUROCONTROL staff, business and assets against all types of security threat.

Your role

Your role will be to:

  • Develop and implement physical security policies, concepts, procedures and plans in compliance with Agency regulatory standards and procedures, with particular focus on integration and standardisation at corporate level.
  • Establish and maintain effective working relationships with national and international intelligence services, police authorities, military authorities and security experts in governmental organisations and the private sector to exchange security related intelligence and identify potential or actual security threats.
  • Establish and maintain effective working relationships with relevant internal and external services and authorities (e.g. host nation police, crisis centre, intelligence services).
  • Ensure implementation of recommendations as a result of internal and external security audits and inspections (NATO, national authorities, etc.).
  • Be the Site Security Manager for the Belgian’s site (Haren) where s/he will implement, monitor, and communicate corporate security policies, draft and implement security procedures and instructions and ensure compliance with the corporate security policies.
  • Develop, implement, maintain standard procedure sand adapt the site’s physical security plan accordingly.
  • Contribute to the screening processes related to security for external companies/contractors.
  • Monitor, control and report on the implementation of the security guarding and technical security contracts.
  • Contribute to the implementation of a travel security policy and perform assessment on the level of security in country of destination to support high-level decision-making process.
  • Organize and coordinate security training for staff , including security briefings.
  • Contribute to the definition of budgetary requirements related to the security guarding and technical security contracts.
  • Be on a rostering stand-by call duties 24*7 in case of emergency.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of 4 years in a related subject (e.g. criminal justice, law enforcement, military fields, etc ) or of 3 years with at least 1 year of relevant working experience, or professional training of an equivalent level.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Be in possession of a security clearance level EU or NATO Secret or being able to obtain one (subject to establishment).
  • Minimum 3 years of relevant professional experience.
  • Experience and knowledge of physical security (e.g. building security, managing a security guard force, technical security).
  • Experience and knowledge of personnel security (screening/vetting, personal security clearances, access rights).
  • Experience in carrying out security risk assessments, threat assessments and security audits.
  • Experience in managing budgets.
  • Commitment to undertake 24/7 stand-by call.
  • Certification of competence for staff management – Belgian type A or similar will be considered an advantage.
  • Hold a network and effective relationships with national and international intelligence services, police, military, and security experts in governmental and private organisations is an asset.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users at level C1/C2 in one of the 2 languages (English or French) and independent users at level B1/B2 of the other. Knowledge of Dutch (oral/written) will be an advantage.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be accepted from nationals of EUROCONTROL Member States only.
  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
