GENERAL INFORMATION
With backing from Global Methane Hub (GMH), GGGI has initiated a project to support Cote d’Ivoire, Senegal and Morocco decrease their methane emissions in the waste sector. The project targets three key areas: policy, data and investment, with a focus on Monitoring, Reporting and Verification (MRV) systems in Cote d’Ivoire.
Côte d’Ivoire is a signatory to the Global Methane Pledge (GMP) and the country published its short-lived climate pollutants (SLCP) roadmap in 2020 with the objectives of significantly reducing methane and developing business opportunities for the private sector and job creation. One barrier to implementation is that Cote d’Ivoire is lacking reliable GHG emissions data and tools for monitoring the implementation of its Nationally Determined Contribution (NDC), which makes it difficult to set clear direction, identify projects and seek carbon/climate financing. This also prevents the evaluation of the progress and impacts of climate action. Several initiatives are underway to provide Côte d’Ivoire with MRV tools. This relates to the establishment of a national MRV framework and the development of sectorial MRVs for energy and agriculture. However, these initiatives are conducted in silos, and lack coordination. Further, no initiative has yet been launched for the waste sector, which is one of the sectors with high GHG emissions.
As part of the implementation of this project, GGGI will develop a roadmap for the establishment of a MRV system in the waste sector, and support the Ivorian government in developing and adopting an operational mechanism for better coordination of broader MRV initiatives. This will contribute to the establishment of a comprehensive national MRV system, enabling better tracking of emissions, facilitating the identification of projects to achieve national policy goals and methane reduction.
CURRENT OPPORTUNITY

The project targets three key areas: policy, data and investment, with a focus on Monitoring, Reporting and Verification (MRV) systems in Cote d’Ivoire.
In Cote d’Ivoire, a consultant will be recruited to develop a roadmap for the establishment of an operational MRV system. on waste and support the adoption of an effective coordination mechanism for existing MRV initiatives in Côte d’Ivoire.
The duties assigned to this position are estimated to require 60 working days and cover the following two main outputs:
Output 1: Develop a roadmap for the implementation of an operational waste MRV system in Côte d’Ivoire (45 days), with the following tasks:

- SWOT analysis of the institutional, policy and regulatory framework relevant to MRV, climate and waste
- Map existing key players in MRV systems and waste management in Côte d’Ivoire
- Benchmark waste MRV indicators and systems as well as reference studies on the potential for methane reduction in the waste sector and the environmental, social and economic co-benefits
- Draft the roadmap for the development of a waste MRV
- Support the organization of consultations with stakeholders including a validation workshop
- Develop the final study report and roadmap taking into account comments from the workshop
Output 2: Develop a mechanism for better coordination of ongoing MRV initiatives

- Evaluate the level of development of MRV initiatives currently underway
- Consult stakeholders to analyze opportunities for improved coordination of current initiatives
- Propose in a participatory manner an operational coordination mechanism for MRV initiatives
- Contribute to the organization of a workshop to validate the draft mechanism and its monitoring plan
- Finalize the coordination mechanism and the monitoring plan for MRV initiatives integrating the contributions from the workshop recommendations.
The consultant must also propose a draft policy brief covering the recommendations resulting from these missions.

Three deliverables are expected from the consultant:

QUALIFICATIONS AND EXPERIENCE

- At least a master´s degree or equivalent professional qualification in the fields of sanitation, climate change, public policy economics, circular economy, waste management, sanitation, political sociology or other related fields
- At least 7+ years of professional experience engaging in climate change ecosystem, public policies in Côte d’Ivoire
- At least 5 years proven track record in MRV, data management, statistics, roadmap/strategy development, and/or coordination climate related policy for government, private sector, international development agencies in Côte d’Ivoire;
- At least 5 years proven record in waste management and/or climate change ecosystem
- Strong network and relationships among stakeholders engaging in climate change and/or waste sector in Côte d’Ivoire
- Proven experience and excellent knowledge of the institutional, political and regulatory framework on the fight against climate change and/or waste issues
- Proven track record of participation in international development project management including participatory planning, report writing, research, grant financial management, in the Cote d’Ivoire or similar context.
- Solid experiences dealing with government counterparts is an asset
- Ability to work independently under time pressures with minimal instruction or supervision
- Fluency in French and English is required, with excellent writing and presentation skills.
SKILLS AND KNOWLEDGE

- Ability to lead and work effectively with people from diverse cultural and professional backgrounds
- Excellent research, communication, presentation, and writing skills.
- Good command of spoken and written French and English. Fluency in the local language is preferred.
- Good knowledge of the Ivorian institutional and regulatory framework on climate change, sanitation and waste management
- Experience in public consultation, workshop organization and reporting
- High level of attention to detail and accuracy.
- Strong and matured interpersonal skills and proven ability to work with multicultural teams.
- Ability to work well under pressure and have a flexible approach to assigned tasks.
- Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.).
