To enhance UNCCT’s Cybersecurity and New Technologies Programme’s capacity building assistance to Member States on conducting threat assessment on terrorist use of new technologies and developing policy responses in countering these threats.

Duties and Responsibilities

The consultant will work under the overall supervision of the Head of Cybersecurity and New Technologies Unit.

The consultant will be tasked to:

(• ) Deliver sessions on threat assessments on the use of new technologies for terrorist purposes and developing counter-terrorism policy responses to address these threats during four regional events

(• ) Deliver in-country capacity building assistance to five selected Member States on conducting national counter-terrorism threat assessment and developing policy responses to the use of new technologies for terrorist purposes

(• ) Provide substantive input to consultative and other meetings, conferences, etc., to include proposing agenda topics, preparing of documents and presentations material; conducting training workshops; and providing guidance and briefs on assigned topics/activities, drafting mission summaries

Qualifications/special skills

Advanced University Degree (Masters or equivalent) in ICT, law, criminal justice counter-terrorism or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 15 years of established expertise in report drafting, publications on and/or is part of a distinguished expert community in counter-terrorism, law enforcement, criminal justice or related expertise is required.
Proven experience in developing counter-terrorism threat assessment, strategies and policies is required.
International experience with advising and delivering capacity building assistance to national law enforcement and criminal justice authorities is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of French is desirable.
