Country and Partner Management Expert / Deputy Project Manager*

The position is to be filled as soon as possible, with a contract duration until October 31, 2024. Employment location will be home based with regular missions to project countries (at least 50% of working time).

The position is dedicated to the Emergency Supply Pre-positioning Strategy (ESUPS) project of Welthungerhilfe’s HD Strategy Team in the Humanitarian Directorate. The objective of ESUPS is to establish strategic pre-positioning of relief items at the national and sub-national levels in accordance with the prevailing hazards in these geographic areas. Through the strategic optimizations in pre-positioning of relief items in the run-up to disasters, ESUPS makes an international and national humanitarian contribution to the emergency preparedness in the field of humanitarian logistics.

As Country and Partner Management Expert you will mainly focus on establishing and maintaining the numerous partnerships in existing and new ESUPS countries. In addition, you will deputize the Project Manager for the ESUPS project. You will work closely with the team members within the ESUPS team, but also with the members of the international ESUPS steering group and especially with the numerous institutions and partners (governmental and non-governmental) in the ESUPS countries. To perform the tasks with the institutions and partners located in the various ESUPS countries, the position will be home-based with regular country missions.

Your responsibilities

STOCK of Humanitarian Organisations Logistics Mapping – STOCKHOLM Platform:

  • Take full control of all the platform to organize and deliver introductions, presentations and training to new interested countries, governments, users or partners through short country outreach.
  • Conduct working missions to regions and countries to support initial data entry, provide analysis and recommendations, and facilitate integration of initial analysis into government-led contingency plans.
  • Actively support initial registrations and promote the cascading approach aimed at transferring responsibility to users as quickly as possible.
  • Assist in the development of guides for the new features of the STOCKHOLM platform.
  • Compile feedback and suggestions and feed them into the management file for the development of the STOCKHOLM platform.
  • Regular contact with the data expert in order to communicate the model and latest updates

Project Management:

  • Provide technical leadership to the Advocacy and Communication Officer in the implementation of the defined strategy and take full responsibility for the target groups and tools to be used in meetings with key partners.
  • Assist the project manager in the preparation of the semi-annual report for approval and submission to the donor.
  • Actively participate in the development of proposals for the continuation of the project.
  • In consultation and coordination with the project management, design and lead the organization of the annual ESUPS representation at the Humanitarian Networks and Partnership Weeks (HNPW) in Geneva.
  • Take the lead in organizing the 6-weekly meetings of the ESUPS International Steering Group to advance programmatic and strategic items in coordination with the project leadership.

Advocacy:

  • Supervise the network capabilities of the Advocacy & Communication Officer in the delivery of specified messages in reaching out to partners.
  • In coordination with project leadership, oversee the development and implementation of the ESUPS Advocacy Strategy in line with ESUPS objectives.
  • Incorporate core messages in the design and creation of training, guidance and introductions to projects or the platform.

Your profile

  • A university or college degree in humanitarian assistance or related fields
  • At least 5 years of demonstrated international experience in humanitarian logistics
  • A solid understanding of the humanitarian sector, including INGOs, UN and donors
  • Proven ability to define, organize and deliver multicultural coordination events or trainings
  • Excellent communication skills, as well as persuasion and empathic assertiveness with partners, stakeholders and decision makers, and the ability to build relationships with stakeholders from diverse cultural backgrounds
  • Proven ability to adopt and leverage new systems and technologies
  • Excellent team leadership skills as well as planning and time management skills
  • Willingness to undertake intensive assignments in current and potential ESUPS project countries – including countries with challenging security conditions
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s programme countries
  • Excellent written and spoken English and Spanish skills; professional French skills are a plus
