The position is based under the Department for Development and Humanitarian Cooperation (DHC). We work in partnership with local organizations with the aim to strengthen their ability and to fight for a more equitable distribution of power and resources in their communities. Currently, NPA DHC has more than 20 Programmes ongoing in Africa, Asia, Latin America and the Middle East.

The aim of NPA’s Mine Action and Disarmament (DMAD) work is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, Southeast Europe and the Middle East.

We are looking for a new Country Director to join our programme in Lebanon. The Country Director has the overall responsibility for all Norwegian People’s Aid (NPA) activities in Lebanon and the assigned regional programmes.The office is located in Beirut and covers all projects in Lebanon, Egypt and the assigned regional programmes. The position holds a seat in the NPA Steering Group for DHC Syria.

The Country Director is NPA’s representative in Lebanon and reports to the Head of MENA section in the Department for DHC. The Country Director has supplementary reportinglines to the Head of Section in DMAD. Regular follow up of the programme is carried out in close collaboration with the relevant advisor in the Head Office who will provide technical and sector-specific support.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements

  • Relevant higher education.
  • At least 5 years’ experience as a a successful leader in an international organisation.
  • Excellent leadership skills with the ability to build teams and empower others in decision making.
  • Experience with developing and implementing strategies, plans and programmes.
  • Experience in work with civil society organisations and managing programmes based on partner collaboration.
  • Knowledge of mine action programming.
  • Solid political intuition, understanding and knowledge of political dynamics.
  • Solid experience with security and crisis management.
  • Solid experience with fund raising and donor relations.

As a person you have strong interpersonal and communication skills with analytical and strategic problem-solving ability. You are systematic and have good planning skills with the ability to work under pressure.

What you will do

  • Provide leadership, lead the management team and build a strong team culture in the program.
  • Provide strategic direction and lead overall planning processes.
  • Ensure optimal running of programmes with solid collaboration between and among programmes and with support functions.
  • Ensure sound financial management, grant management, compliance and budget control.
  • Personnel management and follow up in line HR policies, legal frameworks and guidelines.
  • Overall responsible for the safety and security of NPA staff, assets and resources and crisis management.
  • Ensure that the country programme maintains a comprehensive understanding of the country context and monitor developments in Lebanon, Syria and the MENA region.
  • Represent NPA towards all main stakeholders in the relevant region and in media in collaboration with HO.
  • Be able to be proactive regarding managing advocacy work related to the program, partners and context.
  • Resource mobilisation and donor contact.

*Validity of the offer and contract depends on satisfactory medical certificate, full vaccination, valid travel visa and necessary permits for service and residency in the country of service. The offer and contract also depend on donor funding and might be subject to donor approval.
