The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Amman, Jordan.
In the light of the current humanitarian crisis in the region, Welthungerhilfe is currently expanding in the Middle East and is in the process of setting up a Regional Mission in Jordan, Amman to oversee the response in Gaza / OPT, Yemen and potentially, other countries, depending on further development of WHH portfolio in the region. As part of this set-up the position of Head of Mission Amman is being recruited to ensure the quality of the humanitarian response, continue to establish an adequate response structure and position Welthungerhilfe as an important actor towards relevant stakeholders in the region. The position is based in Amman, Jordan with travels within the region, mainly to Gaza / OPT but potentially also Yemen as security allows.
As Country Director/ Head of Mission Amman you are responsible for further developing and managing the growing impact oriented Welthungerhilfe (WHH) program in the region. In doing so, you take into consideration the overall WHH strategy and mandate and ensure adherence to WHH quality standards. You will be responsible for a sound financial management of the allocated funds as well as for the acquisition of additional funding from private and institutional donors. This will require a professional and experienced management of structures and processes, strategic programming and human resource management. As team leader of the national and expatriate staff members, you are expected to take over responsibility for security management to assure the safety and security of your employees.
Your responsibilities
- Secure a stable and diverse funding portfolio for the country programme, establishing a profile as an important humanitarian and development actor in the region with all relevant stakeholders.
- Setting up and leading a team under difficult and challenging conditions, placing special focus on adequate capacities for implementation and (national) staff development.
- Ensuring a robust security risks and access management system for the countries that fall under the oversight of the Amman Regional Mission is set-up and consistently implemented.
- Ensuring the quality of WHH programming through the set-up of adequate oversight mechanisms, support capacities, systems and structures, adapted to the continuously changing context and WHH strategic objectives.
- Further develop the partner portfolio of the organization in the region based on a systematic analysis of existing CSO capacities and other potentially important strategic partners instrumental to achieve the organization’s objective.
- Support a culture of learning and openness to identify and analyze weaknesses in project/program implementation and take the necessary steps to overcome them.
- Establish a high profile of WHH in the region through intensive communication with donors and other relevant stakeholders, active participation in relevant strategic working groups and networks and ensuring adequate visibility of WHH strategic activities in Amman, Jerusalem and field operations areas (i.e. Ramallah, Gaza)
- Ensure the proper planning of financial and material resources as well as regular reporting to the Regional Directorate and the co-financiers.
- Warrant the required flow of information and public transparency of the project work in the country of deployment and contribute to the organizations public fundraising measures. .
Your profile
- Proven experience in managing diverse teams in a highly complex and insecure situation. This includes experience in remote management of teams.
- Proven experience in selecting and working with national CSO organizations in ensuring high quality program implementation.
- Strong humanitarian work experience but also experience in developing longer term programmatic strategies along the HDP nexus.
- Experience in working within the middle East region is considered an asset as is the capability to communicate in arabic language.
- Willingness to travel to Gaza, OPT, Yemen and potential other locations within the region.
