CONTEXT :
Bangladesh is one of the fastest growing economies in South Asia with one of the highest densities of population in the world. Bangladesh is a delta where 3 main rivers reach the sea. Most of the areas of country is a disaster-prone area in term of Monsoon floods, cyclone etc.
Bangladesh is currently dealing with one of largest humanitarian crisis in this reason in decades by hosting nearly around 1 million Rohingya people. In addition, this coastal region is continuously dealing with the impacts of natural disasters, mostly cyclones and flooding, during which meagre assets of the local population are damaged or destroyed.
HI has been operating in Bangladesh since 1997, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI’s current operations are centered Northern (Kurigram) and Southern West (Kulana and Barisal) and Cox Bazar. Currently HI major operation is located in FDMN( Forcibly Displaced Myanmar National/Rohingya refugee in camp in Cox Bazar, Bangaldeshi National in Kurigram , Barisal and Kulna with 4 field offices ;Cox, Ukhiya, Teknaf and Kurigram. HI Bangaldesh is now become part of South Asia Regional programe (StratOp 2024-2026) with one of the great focus to create a opertaional balance between developmental and emergency operation ; hence while maintaining the current emergency operation in Cox Bazar ; HI is also extensively working to further expand programme to others part of the country including host community of Cox Bazar. HI current operation in Bangladesh mainly includes Functional Rehabilitation, Inclusive Health, Inclusive Education, Disability Inclusive DRR/CCA and Inclusive livelhihood/Economic Inclusion and Atlas Logistic(H2H logistic support) etc and operation is currently funded by FCDO,BPRM,UNHCR,UNICEF,ECHO,HI , GFFO, MEA Lux, Miseror and HI Federation.
DESCRIPTION :
Reporting to the Regional Director, the Country Manager contributes to the implementation of the mandate and 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he ensures optimal quality and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organization through paradigm changes. The country manager manages a team of Area Manager, Grant Team, project managers and Compliance unit in his/her country.
1/ Management, strategy and direction
– You contribute to the development of the operational strategy of the program, as well as its implementation and annual monitoring in Bangladesh.
– Serving as Role Model and coach for your team, you contribute to organizational transformation. You communicate the organization’s strategy, encourage innovation, and facilitate inter-departmental collaboration. You also play a crucial role in organizing operational management, ensuring performance, and fostering staff development while upholding the organization’s code of conduct and policies.
2/ Standards and expertise
– You ensure implementation and compliance with hi global frameworks, institutional policies and standards.
3/ Operational implementation
– You ensure good management and supervision of projects under your responsibility.
– Take into account both potential opportunities and risks, contribute to the monitoring and analysis carried out by the line manager and propose mitigation measures when relevant.
– Develop the external influence of HI (forums, operational and strategic alliances, etc.) and the external representation of the organization (events, media) in Bangladesh.
– Support the Program Director in monitoring security in the country and ensure adequate resources according to the context.
Mission 4: Emergency Preparedness and Response
– You lead emergency preparedness actions in your department and, in case of emergency, reorganize your team’s priorities according to humanitarian priority, in order to ensure a rapid and efficient response by HI.
PROFIL:
You hold a master’s degree in development study, international development, Disability and Rehabilitation or other relevant field.
You have at least 6 years of professional experience in humanitarian / emergency contexts, including 4-5 years in Senior Management of field bases or programs and security management and/or context analysis.
Fluent written and oral communication in English is mandatory.
You are capable to negotiate and represent HI internally and externally, network and fundraise.
You are well organized, flexible, motivated, and able to work under pressure.

SPECIFICS :
The position is based in Dhaka, with frequent travels to field offices.
Blockades and Hartals (national strikes) in Dhaka can restrict project activity.
Dhaka is fairly safe in some areas, but strict security rules are in place, as inlarge security remains an ongoing concern in the country.
These rules vary in strictness depending on the area (such as Cox’s bazaar).

• 36 months International contract
• Position based in Dhaka with 50%-time travel to field office.

• Salary from 3’000€ gross/month upon experience
• Perdiem: 573€ net/month – paid in the field
• Paid leaves: 25 days per year;
• Position: open to couples and families
§ Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
§ payment of one yearly additional return flight
• Housing: individual taken in charge by HI
