This position is located in the Programme Office in Botswana (POBWG), with duty station in Gaborone (Botswana), of the Regional Office for Southern Africa (ROSAF) in Pretoria, South Africa, United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Representative, ROSAF, and report to the Chief, Field Support Section (FSS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of UNODC.

Responsibilities

Within assigned authority, the Crime Prevention and Criminal Justice Officer (Anti-Corruption) will carry out a range of functions in support of the implementation of the United Nations Convention against Corruption (UNCAC) in Southern Africa. In particular, the incumbent will perform the following specific duties:

• Provide substantive guidance and input to the development and implementation of technical assistance programmes and programme sub-components in the area of anti-corruption at the regional and/or national levels, in accordance with UNODC overall strategy and its Strategic Vision for Africa, and as an integral element of the UNODC Regional Programme for Southern Africa.
• Provide substantive support to the implementation of mandates received from the Conference of the States Parties and its Working Groups, particularly in relation to the prevention and investigation of corruption in the Southern African region.
• Provide technical assistance and support to national authorities to prevent and combat corruption. Provide guidance and assistance, where necessary and required, in drafting or amending relevant legislation and other legal instruments in conformity with the United Nations Convention against Corruption; support the establishment and capacity building of independent national anti-corruption agencies, including development of their mandate, structure and operational practices; provide support to specialized anti-corruption bodies and units on preventing, detecting, investigating and prosecuting cases of corruption and related offences.
• Support policy development in the area of anti-corruption, including the review and analysis of issues and trends, or other research activities and studies.
• Develop targeted anti-corruption training courses and/or publications based on needs analysis.
• Provide support to and liaise with academia, the private sector and civil society as required, in efforts to prevent and combat corruption.
• Monitor and analyze programme and project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
• Organize and prepare written outputs, e.g. parliamentary policy and programme reports, draft background papers, analysis, sections of reports and studies, inputs to publications relevant to the work of the office.
• Provide substantive backstopping to consultative and other meetings, conferences etc. Develop agenda, identify participants, prepare documents and presentations.
• Design and conduct training workshops and seminars; make presentations on assigned topics/activities.
• Cooperate and coordinate with the UNODC African Anti-Corruption Hub, other field offices and global programmes on matters pertaining to anti-corruption.
• Foster contacts and, where appropriate, co-operation and partnerships with regional bodies and institutions, such as the African Union, Southern African Development Community (SADC), the Commonwealth Africa Anti-Corruption Centre, as well as other UN entities, specialized agencies, funds and programmes and other relevant pan-African entities on matters pertaining to anti-corruption.
• Participate in large field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
• Monitor and review best practices, methodologies and programmes in the area of anti-corruption.
• Support the development, adjustment and monitoring of the project workplans and the overall coordination and monitoring of the implementation of project activities.
• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Perform other work-related duties as required.

Competencies

Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to the area of corruption. Has knowledge of the work of the United Nations in crime prevention and criminal justice, in particular substantive knowledge of the United Nations Convention against Corruption. Has good knowledge of the legislative aspects of preventing and combating corruption, including their international dimensions. Is able to identify issues, analyse and participate in the resolution of issues/problems. Has conceptual analytical and evaluative skills to conduct independent research, data collection and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

An advanced university degree (Master’s degree or equivalent) in law, criminal justice, international relations, economics, political and social sciences, business or public administration or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional work experience in one or several of the following areas is required: working within or providing support to anti-corruption bodies; investigating and/or prosecuting corruption cases in an anti-corruption agency, law enforcement, prosecution services or the judiciary; anti-corruption or criminal justice related work in international organizations, academia, the private sector or a non-governmental organization; or similar relevant experience.

Work experience in delivering anti-corruption programmes in a field environment is required.

Work experience within the United Nations system or similar international organizations is desirable.

Work experience in project or programme management is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercice and a competency-based interview.

This temporary position is available for eleven months/until …. Actual filling of this position and actual duration of the assignment is subject to availability of funding.
