This position is located in the Programme Office in the Islamic Republic of Mauritania (POMRT) with duty station in Nouakchott, Mauritania, and operates under the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC). The Crime Prevention and Criminal Justice Officer will work under the direct supervision of the Programme Coordinator heading POMRT and the overall guidance of the UNODC Regional Representative for West and Central Africa (ROSEN). S/he will also liaise and cooperate closely with all relevant substantive UNODC headquarters Sections and the Regional Section for Africa and the Middle East (RSAME) of DO. Responsibilities
Within assigned authority, the Crime Prevention and Criminal Justice Officer will contribute to the implementation of UNODC Sahel Programme in combination with the UNODC Strategic Vision for Africa 2030 and UNODC gender strategy (2022-2026). The incumbent will be responsible for the following specific duties: • Contribute to the development and implementation of projects, with a particular focus on gender related initiatives aiming at addressing terrorism, violent extremism, organized crime, and other UNODC mandated areas. • Assess gaps and opportunities for enhancing the Women Peace and Security (WPS) Agenda in the Sahel to combat terrorism and organized crime. • Assist in ensuring close coordination amongst co-implementing and associated project partners during project implementation, and in maintaining transparent contacts with national stakeholders and donors, including by attending policy-making and technical meetings, as required. • Contribute to tailored work and monitoring plan, draft related reports on project achievements at the levels of activities, outputs and objectives in line with UNODC and donor-related reporting requirements, and prepare other written outputs, such as official correspondence, briefings and presentations. • Provide guidance on the preparation of budgets, monitor and report on the expenditures and the utilization of financial resources and draft or contribute to financial progress reports, ensuring compliance with UN financial rules and regulations as well as applicable reporting requirements. • Provide technical expertise to enhance gender sensitive approaches in crime prevention and criminal response strategies in the Sahel. • Build strong collaborative partnerships with national authorities and civil society organizations in Mauritania, to foster national and local ownership and improve projects durability. • Contribute to the United Nations Country Team strategic frameworks, including the Common Country Analysis, the UNSDCF, and other relevant documents, reflecting UNODC mandate, work, and achievements. • Build strong collaborative partnerships with other UN agencies, funds, and programmes, as well as other international development partners, to increase the relevance and impact of UNODC initiatives. • Build partnership with donors on issues of common interest, explore funding opportunities and keep them informed of UNODC projects and activities in Mauritania. • Contribute to the Sahel Programme annual planning, monitoring, and reporting. • Participate in and facilitate national workshops, seminars and training courses, and deliver presentations, as required, in line with UNODC priorities in Mauritania. • Participate in needs assessment and other technical missions, where necessary, to evaluate and elaborate technical assistance projects, programmes and activities. • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related responsibilities, as required, such as those related to the recruitment and supervision of consultants and/or other project personnel; the implementation of project activities related to procurement and/or refurbishment. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in political science, social science, economics, international relations, law or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible professional work experience in project development and implementation in areas relevant to UNODC’s crime prevention and criminal justice mandates is required. A minimum of two years of international work experience in the field of gender and/or female empowerment is required. Experience in fundraising is desirable. Work experience in the United Nations system and/or in a similar international organization is desirable. Work experience with counterparts in the field is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Working knowledge of Arabic is desirable. Knowledge of other United Nations official languages is an advantage.
