Expected tangible and measurable output(s): The Criminal Justice Consultant will be expected to deliver the following measurable outputs: 1. Development of 1 guidance manual for Egyptian law enforcement officers and prison support staff on the application of the Nelson Mandela Rules that comprises a code of conduct and that is tailored to the Egyptian context. 2. Development of 1 pocket booklet for Egyptian law enforcement officers and prison support staff that summarizes the key principles of the Nelson Mandela Rules and the aforementioned guidance manual that can be used on hand for quick reference. 3. Co-facilitation of 16 training workshops to CRC officers, Police Academy Cadets, and non-commissioned officers and support staff on the application of the Nelson Mandela Rules. 4. Preparation and delivery of presentations, case studies, and working group exercises at the 16 workshops, noting that all presentations and workshop materials must be submitted to the Criminal Justice Programme Team at least 7 days prior to the start of each workshop.

Duties and Responsibilities

Background of the assignment: UNODC/ROMENA is currently implementing a project titled, ‘Reforming and Enhancing the Institutional and Operational Capacities of the Criminal Justice System in Egypt’ that is funded by the UK Foreign, Commonwealth and Development Office. The project seeks to achieve 3 main outcomes: Outcome 1: Accelerated crime-solving at Egyptian courts through availability of solid evidence provided by high quality forensic services. Outcome 2: Enhanced law enforcement capacities in applying the Nelson Mandela Rules. Outcome 3: Strengthened Criminal Justice System to Facilitate Effective Investigation, Prosecution, and Adjudication of Cases of Violence against Women & Girls. This assignment focuses solely on Outcome 2 of the project to enhance Egyptian law enforcement capacities in applying the Nelson Mandela Rules. The Nelson Mandela Rules, also known as the United Nations Standard Minimum Rules for the Treatment of Prisoners , represent a vital global framework that establishes guidelines for the humane treatment of prisoners. Named after the iconic South African leader and human rights advocate, Nelson Mandela, these rules are designed to promote dignity, fairness, and rehabilitation within prison systems worldwide, thereby contributing to safer societies and the successful reintegration of individuals upon release. They have had a significant impact on shaping corrections practices globally, providing a benchmark for countries to evaluate and improve their correctional and rehabilitation institutions. Their emphasis on accountability has increased transparency and promoted respect for the human rights of all prisoners. Purpose of the assignment: UNODC seeks to contract a Criminal Justice Consultant, well-versed in the application of the Nelson Mandela Rules who will develop a guidance manual and a pocket booklet for the Egyptian Ministry of Interior on the application of the Nelson Mandela Rules in Arabic and who will deliver a series of training sessions to various law enforcement practitioners within the Egyptian Ministry of Interior on compliance to and application of the Nelson Mandela Rules with specific focus on the gender-specific needs of women prisoners, the treatment of prisoners with special needs, and the management of high-risk prisoners. Specifically, the Criminal Justice Consultant will: • Develop a guidance manual, comprising a code of conduct, for Egyptian law enforcement officers and prison support staff on the application of the Nelson Mandela Rules • Lead the development of a pocket booklet for Egyptian law enforcement officers containing key principles of Nelson Mandela Rules • Co-facilitate 16 three-day training workshops on the Nelson Mandela Rules and their application in close coordination and cooperation with the UNODC/ROMENA Crime Prevention and Criminal Justice Expert and the Criminal Justice Programme Team. • Present and explain the 122 Nelson Mandela Rules to training participants. • Present and illustrate good practices and recommendations on the application of the Nelson Mandela Rules. • Train participants on the effective application of the Nelson Mandela Rules in their daily tasks and responsibilities. Specific tasks to be performed by the contractor: Under the direct supervision of the UNODC/ROMENA Crime Prevention and Criminal Justice Expert, located in Cairo, Egypt, and in close coordination with the UNODC/ROMENA Criminal Justice Programme Team, the Criminal Justice Consultant will develop a guidance manual and pocket booklet on the Nelson Mandela Rules and will support the preparation, development, and delivery of targeted training sessions on the Nelson Mandela Rules to Egyptian law enforcement officers and practitioners. Specifically, the Criminal Justice Consultant will execute the following tasks in close collaboration and coordination with the Criminal Justice Programme Team: – Develop a guidance manual for law enforcement officers and prison support staff on the application of the Nelson Mandela Rules that comprises a code of conduct and that is tailored to the Egyptian context. – Lead and develop a pocket booklet that summarizes key principles of the Nelson Mandela Rules and the aforementioned guidance manual that Egyptian law enforcement officers and prison support staff can carry on hand for quick reference. – Develop tailored training programmes for CRC officers, Police Academy Cadets, non-commissioned officers and support staff on the application of the Nelson Mandela Rules, respectively. – Compile case studies, good practices, and recommendations related to the Nelson Mandela Rules. – Prepare and deliver presentations and working group exercises based on the Nelson Mandela Rules and the compiled case studies, good practices, and recommendations. – Co-facilitate all training workshops in close coordination with the UNODC/ROMENA Crime Prevention and Criminal Justice Expert and the Criminal Justice Programme Team, including: – Conducting wrap-ups at the end of each session. – Presenting a summary of the previous day’s sessions and key learnings at the opening sessions of Days 2 and 3 of each workshop. – Facilitating working group exercises by encouraging and inspiring discussions. – Contribute to the monitoring and evaluation of delivered training sessions and adapting them to address emerging knowledge gaps and needs.

Qualifications/special skills

Education: An advanced university degree (Master’s degree or equivalent) in international law, criminal law, political science, international relations or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be considered in lieu of the advanced university degree. Work experience: At least ten years of professional experience in law enforcement with a special focus on the management of correctional facilities is required. Specialist knowledge in the application of the Nelson Mandela Rules is required; Practical professional experience in the delivery of technical assistance and training required; Previous working experience in or in relation to MENA region is desirable. Work experience with the United Nations or similar international organization is desirable. Other desirable skills: Experience in the use of computers and office software packages (MS Word, Excel, etc.) is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Working knowledge of Arabic would be desirable. Knowledge of another United Nations official language is an advantage.
