Org. Setting and Reporting
The incumbent reports to the Chief Field Relief Social Services Programme.
Responsibilities
In accordance with Agency policy and procedures, the incumbent:
(A) Verifies and reviews project needs identified by CIU’s Technical Coordinator; formulates project plans in liaison with the coordinator; prepares project proposals.
(B) Monitors the implementation of the project; reviews implementation to verify adherence to donor stipulations, grant agreement guidelines and deadlines; reports to the supervisor any delays or bottlenecks hindering the speedy implementation of projects; keeps RSSP management updated on progress and major issues; prepares progress and final reports for running or completed projects, in addition to other types of reports required by management.
(C) Manages resources (human, financial and others) and ensures that operations are consistent with available resources; determines the different assistance modalities to be used by CIU to address the needs of the affected population; determines community level and preventative measures activities according to available resources and community needs; overviews payment requests and provide final approval; follows up on project funding status with PSO; drafts correspondence thereof.
(D) Leads internal communication; oversees coordination with PND management team in terms of priorities and overall management of the project; maintains contact with local representatives of UN organizations, NGOs and community organizations in general and work groups/clusters in relation to the project; establishes communication channels with affected communities; develops and oversees reporting mechanisms on incidents from different stakeholders.
(E) Follows up with Communication staff on project visibility and communication products that needs to be developed in accordance with donor stipulations; Determines priorities for visibility products and communicates them to the responsible programme/department.
(F) Establishes/enhances and oversees the Unit’s feedback mechanisms (including the hotline); leads and develops the appeal process and channels.
(G) Where necessary, conducts field visits and/or meet beneficiaries to gain first-hand knowledge on project(s) and collect other vital information necessary for monitoring, progress reports and/or final reports, and to formulate new project proposals.
(H) Provides particular emphasis on Project Cycle Management techniques, development of logic frameworks in project management and “lessons learned”; works on developing the capacity of staff in managerial issues.
(I) Performs such other duties as may be assigned;

Education
• A university degree in project management, development studies, business administration, or other related field.
• Master’s degree in a relevant field e.g. Social Sciences, Community Development, Social Work, Management, or other related field.
Work Experience
Minimum of six years’ related professional experience, preferably in an international/ humanitarian context in developing and managing projects is required.

Languages

* Desirable qualifications:
• Proven Experience in program design and development, and strategic planning using participatory approaches.
• Proven Experience in building partnerships, managing donor projects and working with institutional donors, such as the European Union, ECHO, OCHA, etc., and demonstrated understanding of donor regulations.
• Experience in leading and managing people, including in capacity development of teams and partners.
• Possesses a driving license with the ability to drive in Jerusalem
• Knowledge of UNRWA Rules and Directives;
• Prior experience with a UN organization or NGO;
• Specialized training in and experience of an internationally recognized industry standard for project cycle management.
