Position Overview

The CSM-STAND Associate Awards Technical Director has technical oversight responsibility for a portfolio of Associate Awards (AA) led by Pact under the CSM-STAND Leader with Associate Awards (LWA) programs. They will ensure quality programming and achievement of AA outcomes and is accountable for AAs technical delivery. They will support and provide technical oversight to AA COPs (Associate Awards Chiefs of Party) and provide leadership related to AA-focused new business. Specifically, the Technical Director will supervise a set of technical programs focused on media development, journalist network strengthening, combatting mis/disinformation, and social behavior change.

The CSM-STAND Associate Award Technical Director will work closely with the CSM-STAND LWA COP for Africa-MENA and Asia, Europe and Eurasia and Latin America and the Caribbean. This will include maintaining open communication related to the needs and performance of individual AAs led by Pact and consulting on the execution of business development activities focused on growing the AA portfolio.

Key Responsibilities

Technical implementation and management

· Serves as the DC-based lead for technical implementation and support to CSM-STAND AAs led by Pact, effectively collaborating and engaging with other teams providing support and oversight to country programs, including Program Operations, Impact Area teams, and Grants and Contracts.

· Supports AA COPs to deliver quality results and ensures that activities are designed and implemented to meet overall project objectives and agreement deliverables.

· Provides technical expertise related to media development, journalist network strengthening, combatting mis/disinformation, and social behavior change.

· Advises AA COPs on strategic project decisions including changes to Key Personnel and modifications of program strategy throughout the life of the project.

· Organize internal quarterly performance reviews for AAs to include CSM-STAND and AA management.

· Supports AA COP to manage technical delivery of CSM-STAND partners for AA.

· Collaborates with various technical units within Pact to ensure that technical achievements, lessons learned, best practices, etc. are documented and disseminated.

· Encourages cross-AA-project learning to deepen development solutions that are locally relevant, successful, and sustainable.

· Works closely with CSM-STAND Management and Technical Teams and AA COP to integrate global priorities from the leader award (especially learning priorities) into AA activities.

· Engages as needed in AA project level recruitment in support of STTA and LTTA vacancies.

· As needed, serves as acting COP for individual AAs, as well as start-up or close-down team leader.

New Business Development

· Works closely with CSM-STAND LWA COP, Regional Directors and Business Development, to lead on the development and execution of a business development strategy for CSM-STAND.

· Works closely with all key operating units to ensure that all AA business development opportunities are adequately resourced.

· As appropriate, leads the pre-positioning, championing and/or writing of priority AA proposals (estimated direct leadership role on three proposals per year).

· Closely coordinates with other CSM-STAND partners on pre-positioning and marketing efforts for the LWA.

Representation

· Represents AAs within key DC and US-based forums, including with stakeholders at USAID/Washington DC, Capitol Hill, private sector, and other policymaker communities.

· Presents and promotes AA project successes and lessons, including through the writing of blogs and articles.

· Attends and presents at conferences or working groups as required.

· Develops a professional network with other organizations in DC and identifies political trends that affect the work of the AAs.

All other duties as assigned

Basic Requirements

  • Master’s degree and 11+ years relevant experience or equivalent combination of education and experience includes 6 years of management. Bachelor’s and 13 years of experience.
  • Demonstrated expertise in the Democracy & Governance sector, including within the civil society and/or media strengthening sub-sectors
  • Knowledge of USAID Programs and Regulations
  • Minimum of 6 years of supervisory experience
  • Demonstrated successful management of field-based Governance programs, including experience serving as a COP or DCOP on USAID project
  • Excellent oral and written communication skills
  • Demonstrated capacity to successfully lead business development activities, including an ability to serve in functions related to championing, managing, or lead writing proposals
  • Previous technical leadership roles on programs related to journalism, social media, mis/disinformation, strategic communications, and/or social behavioral change communications
