Result of Service

Under supervision of the Regional Counter-Cybercrime Coordinator and the Associate Cybercrime Programme Officer, and working in close consultation with UNODC staff, in particular cybercrime, law enforcement and prosecutorial experts, the incumbent will coordinate selected activities according to the above-mentioned background of assignment. For each of the deliverables, the incumbent will be responsible for the design of lesson plan, pre- and post- test questionnaire at least 1 month before the delivery of the activity. The incumbent shall be responsible for the design of a project management plan, agreed by the Programme Officer. All the training materials and course design notes should be handed over to UNODC along with mission reports.

Home Based with possible travel in Malaysia, Vietnam, Indonesian, and the Philippines

Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) Global Programme on Cybercrime (GLOX76) supports countries in strengthening capacities to prevent and combat cybercrime and has a particular focus on capacities in the areas of cybercrime and abuse prevention, cybercrime investigations and electronic evidence, and international cooperation in criminal matters involving electronic evidence. UNODC Cybercrime Programme at the Regional Office for Southeast Asia and the Pacific has been at the forefront of cryptocurrency technical assistance, delivering robust programmes for government agencies to strengthen their investigative capacities on cryptocurrency-related crimes, enhance regional and international cooperation, and advocate for a robust legal framework ensuring that law enforcement agencies (LEAs) and Financial Intelligence Units (FIUs) have the necessary mechanisms to identify criminal actors behind cryptocurrency-related crimes.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.

Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

• A minimum of 10 years of professional in law enforcement, intelligence, prosecution and/ or adjudication with demonstrable expertise in countering cybercrime (cyber-dependent, cyber- enabled), cryptocurrency, digital evidence is required.
• A minimum of 7 years of professional experience of designing, organizing, planning, and implementing complex training sessions is required.
• Practical broad professional experience in countering cybercrime, intelligence, investigative work with a national law enforcement or intelligence agency or prosecution authority, particularly in the areas of cybercrime, cryptocurrencies investigations, delivery of training is desirable.
• Experience gained from work for the United Nations and/or other international law enforcement organizations is desirable.
• Professional working experience in the implementation of counter-cyber technical assistance activities is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language, is an advantage.
