Organizational Unit

Monitoring, Evaluation, Risk and Planning (MERP) Unit, Cabinet Office of the Secretary-General (CSG) 50% and Systematic Observations Financing (SOFF) Secretariat, Infrastructure (I) Department 50%

DUTIES AND RESPONSIBILITIES

Monitoring, Evaluation, Risk and Planning (MERP) Unit, 50% :

Under the supervision of the Chief of MERP Unit, the incumbent will perform the following duties:

1) Design, maintain and continuously improve a monitoring data management framework as well as technically optimize the monitoring database to facilitate use, sharing, storage and retrieval;

2) Process, analyze and provide data quality assurance for organizational monitoring data;

3) Develop visuals, reports, dashboards and set up innovative, user-driven, interactive data presentation formats;

4) Carry out other duties, as required.

SOFF Secretariat, 50% :

Under the supervision of the SOFF Programme Management Officer, the icumbent will perform the following duties:

1) Monitor, maintain and countinously improve the SOFF operations database;

2) Develop the SOFF internal dashboard to monitor SOFF operations and support the reporting function of the SOFF Secretariat;

3) Support continuous update of the SOFF website and the correspond SOFF external dashboard;

4) Analyze data related to the Global Basic Observing Network (GBON), SOFF implementation progress, and other types of data as needed;

5) Support the preparation of documents such as reports, decisions documents, strategic papers, presentations etc. by providing visualizations of data using Microsoft Excel and Canvas;

6) Support overall oversight of SOFF activities including designing a database for contacts, a budget tracking system, timelines etc. mostly using Microsoft Excel;

7) Carry out other duties, as required.

QUALIFICATIONS
Education
University degree or equivalent in Business Administration, Engineering, IT or a closely related field.
Experience
A minimum of 1 year of experience in business analysis and data management. Excellent knowledge of data collection systems, data cleaning methodologies, databases and automation. Proficiency in Microsoft Excel, Power Bi, Canva. Proven experience in data visualization and the development of dashboards and other interactive reports. Experience in digital transformation initiatives on data collection, quantitative and qualitative analysis, and data presentation
Other requirements
Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Excellent analytical, data management, communication, presentation and interpersonal skills. Proven experience to analyze, model and interpret data. Ability to work in a multicultural environment and to foster diversity and team spirit.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 39401
Annual post adjustment on initial salary is: US$ 31639 (in addition to the net base salary)
