The Statistics and Data Directorate

The Statistics and Data Directorate (SDD) (www.oecd.org/sdd) provides statistics and data on a comparable basis and from a variety of sources to analysts, policy makers and members of civil society. SDD also develops new metrics and innovative digital tools to address emerging policy issues, leads the development of international statistical standards, advances statistical methodology and co-ordinates statistical and data-related activities within the Organisation and with other international organisations. The Directorate currently employs more than 90 staff members who support statistical work across a broad range of policy areas.

SDD is looking for a Data Analyst who will contribute to its OECD-wide work on the development of new statistics, data and indicators related to gender to fill in data gaps and inform policymaking. He/she will report to a Senior Manager or a Team Leader in SDD.

Job Description

Main Responsibilities

Contribute to the OECD Gender Data Initiative as part of the broader OECD Gender Strategy

  • Identify and communicate gaps across the OECD related to gender statistics that are needed for advancing analyses to inform policymaking to reduce gender gaps along several dimensions.
  • Contribute to the preparation of a coordination mechanism for gender statistics across directorates, seeking to make gender data more findable in OECD databases.
  • Contribute to the development of a set of corporate guidelines for gender data development and management.
  • Contribute to empirical work on gender, as appropriate.
  • Comment on work related to gender from other OECD Directorates or other institutions.
  • Provide briefing on gender for the Chief Statistician or the Chief of Division, as appropriate.

Communication, liaison and other duties

  • Liaise with countries, other international organisations and other experts in the OECD and act as a focal point for countries on the maintenance, updating and further development of relevant databases.
  • Represent the OECD in international meetings, attend webinars and internal meetings to present OECD work and share insights.
  • Contribute to the organisation of workshops as required.
  • Contribute to the development of tools, products, presentations and other communication materials, to disseminate data, indicators, and analytical results.
  • Contribute to other data-related or analytical projects that may arise within the biennium.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree or equivalent qualification in statistics, econometrics, economics, gender or a related field. A PhD would be an advantage.

Professional Background

  • At least two years of relevant experience in working in the production of policy-relevant statistics or in undertaking in-depth empirical analysis gained in national administration, research organisation and/or international organisation.
  • Experience in undertaking econometrics/machine learning analysis and in developing appropriate analysis to strengthen the evidence base.
  • Excellent drafting skills.
  • Experience with data visualisation and in summarising complex datasets to communicate key messages to non-expert audiences.

Tools

  • Very good programming skills (e.g. Python and R).
  • Excellent knowledge of Microsoft Office (Excel, Word, Powerpoint).
  • Good knowledge of visualisation tools (Flourish, Power BI, R Shiny, OECD Chart Builder) would be an advantage.

Communication and Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

  • Depending on level of experience, monthly salary may start at 5,741.55 EUR, plus allowances based on eligibility, exempt of French income tax.
