The successful completion of the project will contribute to: – Assisting the Senior Inter-Agency HR Advisor in providing the HR WG on Compensation with requested data and analytics. – Design and execution of a dashboard that facilitates the simulation of defined aspects of the compensation package accounting for current staffing costs and other demographic analysis.

Duties and Responsibilities
Under the overall guidance of the Senior Interagency Advisor to the Human Resources (HR) Network the consultant will perform the following duties: Coordination of data-related projects and tasks in relation to HR Analytics • Identifies and documents defined technical work packages and tasks. • Oversees other affiliate team members, in particular interns and junior consultants, in the execution of these work packages. • Advises on overall programme / project management in the field of Inter-Agency HR Analytics • Works with stakeholders throughout the HR Network to identify opportunities for leveraging data to drive business solutions, coordinates with different HR teams to implement models and monitor outcomes. Technical support to the completion of the pending tasks in the roadmap towards full implementation of the standards: • Relates, merges, and manages large data bases using PowerBI, SharePoint, PostGreSQL and R. • Develops custom data models and algorithms to apply to data sets; suggests and executes comprehensive and cost-effective data cleaning procedures. • Suggests and visualizes first insights on compensation-related Analytics. • Mines and analyzes data from system-wide databases to drive optimization and improvement of programme development, advocacy and business strategies. • Builds dashboards presenting trends and patterns of the above topics over time. Develops processes and tools to monitor and analyze model performance and data accuracy. • Executes ad hoc requests for additional features and/or slices of the data presented in the dashboard. • Designs and manages with support the collection of new data fields or existing data collections. • Other tasks and assistance in other relevant HR topics, as required.
Qualifications/special skills
Advanced University degree or equivalent in statistics, economics, computer science, data/information management, psychology and/or other relevant field. A minimum of 3 years’ experience in information technology, statistics, data analytics and data visualization. Excellent knowledge of information technology, including expert knowledge of R programming is required. Excellent knowledge of advanced mathematical modelling such as multi-level models and machine-learning techniques is required. Experience with cleaning, manipulating, storing and analysis complex and large datasets is required. Knowledge of and experience with data visualization and data visualization software is required, in particular PowerBI. Experience in time-series analysis and visualizations using R and PowerBi is desirable.
Languages
Fluency in English (both oral and written) is required.
