JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.

The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.

The Federated Mission Networking Secretariat (FMN) facilitates the management of the FMN initiative as an essential tool to facilitate Command, Control and Communications (C3) force integration within theatre forces.

2. PRINCIPAL DUTIES

 The incumbent’s duties are:

1)    Manage (creating, editing, daily administration, design, update and maintenance) website FMN portal (Distributed Networked Battle Laboratory (DNBL), SharePoint) pages in accordance with stakeholder requests;

2)    Act as data support manager with NCIA DNBL engineers;

3)    Providing advice and Assistance to the Users / Attendee;

4)    Creating customized Reports and Exporting Data;

5)    Exploitation of Data for Future Planning;

6)    Supervise and counsel regarding information storage;

7)    Provide guidance to the best use of the current IKM tools;

8)    Conduct standing tasking within the FMN Secretariat;

9)    Support the development and communication of the FMN information management strategy and policies for the sourcing and maintenance of the FMN data content;

10)  Provide information management support to the FMN Management;

11)  Participate in NATO meetings as an FMN Subject Matter Expert (SME) on information management.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1) Experience in Web content management (Design, creating, editing, etc.).

2) Experience in managing website portal (Distributed Networked Battle Laboratory (DNBL) SharePoint) pages in accordance with stakeholders requests.

3) Experience in supporting FMN Portal Users and providing technical assistance/advice.

4) Experience in Reporting and Im-/Exporting data documents.

2. Education/Training

Higher Secondary education and intermediate vocational training  in library, information science, management information systems, computer science or related discipline  which might lead to a formal qualification with 3 years experience, or Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

3. Language

English – SPL 3322 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience

       1)    Experience at HQ, Joint Command, NATO HQ or MOD level.

       2)    Exploitation of data for future planning.

       3)    Experience in supervising information storage.

1)    Web Content Management: Advanced knowledge

 

6. Attributes/Competencies

•       Personal Attributes: Capable of acting independently with limited supervision in performing main duties. Organized and skilled in data exploitation and information management processes.

•       Professional Contacts: Maintains liaison with FMN Affiliate’s representatives and with the broader FMN community. May provide representation to all FMN organizational entities.

•       Contribution to Objectives: As a FMN Secretariat representative to NATO 2030 progressing activities the incumbent will have a key supporting role in liaising with the various FMN substructure groups dealing with interoperability whilst on a path for digital transformation of NATO.

 

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
