The Green Climate Fund ( “GCF” or “the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards combatting climate change. The Fund contributes to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund promotes the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, considering the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board, composed of an equal number of members from developed and developing countries and is operated by an independent Secretariat headed by an Executive Director.
The GCF is currently seeking a Data Management Consultant to support, inter alia, the further development and implementation of the Secretariat’s Portfolio Performance Management Systems (PPMS), acting as focal point on business/ operational matters for the Tableau to PowerBI transition and liaising with internal and external stakeholders to address portfolio-related information requests.
The Consultant will work within the Results and Data Management (RDM) workstream which is responsible for supporting the enhancement of accountability, transparency, and credibility of the results of the Fund through providing evidence-based research and advisory services on corporate-level optimization (risk, automation, knowledge), portfolio resource allocation and impact and thematic/geographic based portfolio analysis.
S/he is expected to be based in Songdo, South Korea at the headquarters of the GCF for 9 months. The incumbent will work closely with colleagues across the Secretariat including the regional/ portfolio origination and Implementation Monitoring and Management teams, the Information and Communications Team (ICT), as well with external vendors and partners. The assignment is for an initial 180 days over a 9-month period.

Scope of work
The consultant will be responsible for the following duties:

Provide support to the further development and implementation of Portfolio Performance Monitoring System (PPMS).

  • Provide support to conceptualization of the next phases of the PPMS including the change management module to expand the data capture and analytics capabilities of the PPMS;
  • Provide technical inputs to the development and implementation of PPMS modules for funded activities as well as Readiness Preparatory Support Programme (RPSP) and Project Preparation Facility (PPF)
  • Support the articulation and operationalization of Standard Operating Procedures (SOPs) for processes such as change request management and the disbursement request approval for Readiness & Funded Activities (FA) to enhance operational efficiency
  • Support the data integration from various internal systems such as the Integrated Pipeline Management System(iPMS), Tableau to Portfolio Performance Management System (PPMS)
  • Collaborate closely with system developers in ICT with respect to testing; troubleshooting; and fine-tuning the PPMS, and ensuring adequate reflection of user experience.
  • Contribute to the development and enhancement of portfolio dashboards and or portfolio data visualization on PPMS; and
  • Support the integration of new/revised results frameworks Integrated Results Management Framework (IRMF), Readiness Results Management Framework (RRMF) into the PPMS.
  • Provide training and capacity building to support the PPMS system users (both internal and external stakeholders) through User Acceptance Tests (UATs), webinars, production of training materials

Support the implementation of the revised Readiness Results Management Framework (RRMF) for grants under the new Readiness strategy and simplify and align the RRMF for legacy grants.

  • Support the continued development of the Annual Performance Report (APR) form with RRMF 2.0 indicators for the APR CY2024

Address portfolio-related data and information requests and improve user experience and search function in Open Data Library (ODL) v2.

  • Act as the Focal Point with respect to the PowerBI transition initiative being led by the ICT team
  • Liaise with internal and external stakeholders to address portfolio-related information requests, e.g. GCF Board, Conference of the Parties (COP), United Nations (UN) Agencies, Organization for Economic Co-operation and Development (OECD), Global Environment Fund (GEF), and key contributors.
  • Lead the planning and provide guidance for the enhancement of the Open Data Library (ODL) version 2’s User Experience and User Interface
  • Improve the usability and search functions in ODL v2 in alignment with the GCF Updated Strategic Plan (USP) 2 targets and for the purpose of tracking the progress in the USP-2 targets

Required experience and qualifications

  • Bachelor or Master’s (preferred) level degree in information systems, data engineering, climate policy, or related fields;
  • Minimum 5 years of work experience with a master’s level degree, 7 years of work experience with Bachelor’s degree, or equivalent combination of relevant education and experience in the above fields;
  • Strong command of software programs such as Excel, and other Microsoft Office suite products;
  • Proficiency in data management and visualization tools such as PowerBI (required) and Tableau including proven experience in undertaking data analysis;
  • Excellent written and oral communication skills in English, and able to synthesize complex ideas in a concise manner;
  • Good knowledge of portfolio management systems in the public and private sectors preferred;
  • Ability to work in a multicultural environment with diverse stakeholders; and to
  • work independently and take the initiative in response to Fund’s needs.
