Background
PMI Impact Malaria
The U.S. President’s Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global service delivery project, supporting countries in their efforts to fight malaria and save lives by strengthening diagnosis, treatment, and drug-based prevention for those most at risk—particularly young children and pregnant women. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.

PMI Impact Malaria is helping national malaria control programs tackle malaria service delivery challenges by working to:

  • Close the gaps in malaria diagnosis and treatment to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner.
  • Unlock the potential of key drug-based prevention approaches by helping countries introduce, implement, and scale-up proven interventions.
  • Strengthen malaria health systems and data for decision-making to accelerate service delivery improvements and advance key learnings.

The PMI Impact Malaria team provides global technical leadership along with implementation support and technical assistance in health facility and community settings in up to 27 countries around the world.

We are a focused, multi-disciplined, and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI, and UCSF.

The Development Data Library (DDL) is USAID’s public repository of Agency-funded, machine-readable data. The DDL is part of USAID’s commitment to evidence-based programming and rigorous evaluation, while supporting the principles of the President’s Open Government Initiative.

PMI Impact Malaria is contractually obligated to submit to the Development Data Library (DDL) copies of any datasets and their supporting documents created or obtained in the performance of the PMI Impact Malaria project. PMI Impact Malaria seeks a Data Management Consultant to support DDL datasets preparation and submission.

Consultant Contribution
Using public health data management expertise, the consultant will work with Population Services International and its partners to coordinate the collection, preparation, and submission of data packages to the DDL. The consultant’s responsibility includes:

  • Collaborate with Monitoring and Evaluation (M&E) team to gather datasets prepared for DDL submission from country teams.
  • Assess data sets for completeness and ensure all identifying information are removed and all components of the data package are submitted for HQ review.
  • Prepare country datasets packages including data files, data asset description, ReadMe files, deidentification documents and other documents.
  • Track and respond to queries raised by country teams through IM DDL email portal.
  • Organize and upload data packages to DDL portal.
  • Maintain Global Tracker, monitoring anticipated data sets across IM portfolio.

Consultant Timeline

  • This assignment will start as soon as possible and with the initial appointment of 30 days of LOE
  • The agreement with the selected vendor is anticipated to be valid until January 31, 2024.

Qualifications

Minimum Requirements:

  • Bachelor’s degree or higher in a quantitative or scientific field such as public health, epidemiology, biostatistics, data science or closely related field.
  • 3+ years of experience with public health databases required.
  • Understanding of data management and related privacy issues related to operational research or studies.
  • Strong technical skills in managing and transforming or reconfiguring large datasets to ensure data are in correct format as required by donor portal. Extensive experience using Excel.
  • Experience in maintaining and enhancing documentation including data dictionaries or code books, data cleaning rules and data validation process and metrics.
  • Strong attention to detail, highly organized, ability to juggle multiple tasks at once and meet deadlines.
  • Proficiency in French is highly desired.
  • Preference for US registered small businesses
