NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. We strengthen international and local partners’ capacity to prevent, prepare for, respond to, and recover from crisis. We do this through the work of our colleagues on assignment with UN agencies, humanitarian organisations, development actors and national stakeholders to save lives, build resilient communities, ensure peaceful transitions from conflict, and promote sustainable governance.
As part of our strategic objective, we are focusing our efforts on improving the effectiveness of multilateral institutions and responses. Through our partnership with the United Nations Operations Crisis Centre (UNOCC) and the Department of Peace Operations (DPO) we are working to meet this objective by using data and technology to improve our impact to those affected by crises and climate change.
A new technical platform, Unite Aware (UA), seeks to enhance situational awareness, operational effectiveness and peacekeepers’ safety during UN peacekeeping operations. To support new data management requirements for the UA platform, we are looking for two Data Management Specialist.
As the candidate selected for this role, you will meet the need to upgrade data-related advice given to senior leadership in peacekeeping operations. Your role will be key to the UN Secretary General’s Data Strategy and the Digital Transformation of UN Peacekeeping.
This role is located at the United Nations Multidimensional Integrated Stablization Mission in the Central African Republic (MINUSCA), where you would report directly to the Chief of Staff.
The duty station is Bangui and the duration of this role is one year with the possibility of extension.
In addition to engaging all stakeholders to understand their business processes, streamline workflows, and ensuring coordinated and systematic data collection, you can also expect the following roles and responsibilities as part of your day-to-day:
- Development of data-centric business processes to exploit the new capabilities brought about by the introduction of UA.
- Coordination of mission data-related training requirements so that the Mission can manage the new data capabilities independently.
- Develop guidelines and SOPs on data governance and training materials in close consultation with DPO HQ.
- Develop corporate visualization solutions derived from multiple data sources using state-of-the-art tools to enable political or strategic insight and decision-making at various levels.
- Liaise closely with a variety of clients, especially senior mission leadership, and analyse client’s data analytics requirements.
- Design visualizations aligned with client needs.
- Facilitate political decision-making, reporting and the communication of technical and specialized information.
- Develop data models, including performance measures, to enable scorecard analysis.
- Build interactive dashboards and reports, using enterprise data analytics applications.
- Perform ad-hoc analysis and present results in a clear manner.
- Perform other duties as required.

- Advanced university degree (Masters degree or equivalent) in computer science, data science, analytics, statistics, information management, public administration, management, or a related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of experience in data management, information management, systems analysis, business analysis, data visualization, project management, stakeholder management or related area is required.
- Experience in qualitative and quantitative political analysis is required.
- Knowledge of map and geo-spatial analysis is required.
- Experience with MS Power BI, Tableau, Excel, or any other similar self-service analytics toolsets is required.
- Experience working with peacekeeping and/or political and/or conflict data is desirable.
- Experience in political reporting and preparation of briefings, trainings and workshops is desirable.
- Previous experience in the UN system and/or in other intergovernmental organizations is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English required. Knowledge of French is desirable.
