Job Summary:

The International Food Policy Research Institute (IFPRI) seeks a qualified candidate to serve as Data Manager I/II in its Bhubaneswar Office, Odisha, India. The position would require frequent travel and extended stay in different parts of Odisha and rural India. The selected candidate will assist IFPRI’s senior research staff and officials from the Department of Agriculture and Farmers Empowerment, Government of Odisha, in data management. This role involves creating processes for centralized management of diverse large datasets, maintaining data management protocols, ensuring adherence to data governance standards, and supervising a team of research analysts. The Data Manager will also contribute to proactive quantitative analysis using survey data, as well as delivering data summaries and insights in response to stakeholder inquiries. Interested applicants must have work authorization to work in India.

The final position title will be based on experience.

Essential Duties:

Specific duties and responsibilities include but are not limited to:

  • Contribute to quality assurance and data integrity by cleaning and consolidating via digital tools (i.e., SurveyCTO, R, Stata, Kobotools etc.). Responsibilities will cover both primary and secondary data.
  • Collaborate with partners to manage data and information effectively.
  • Support monitoring activities, including implementing partner reports and training reports.
  • Assist in digitization of development schemes such as Samrudhi agricultural policy.
  • Generate and validate simple data analysis from farmer database (Krushak Odisha)
  • Support in Livestock Master Plan, and integrated Command and Control Centre (Krushak Samiksha Kendra)
  • Assist in the organization and maintenance of current electronic data and MIS.
  • Contribute to the development and refinement of data strategies and systems aligned with project results framework, focusing on beneficiary and service tracking and reporting.
  • Assist in creating an Inclusive Agricultural Transformation (IAT) indicator at state and farmer household level which will contribute to the state’s evidence-based decision-making strategy.
  • Assist IFPRI’s CGE modelling team.
  • Write codes for web-scrapping of data where needed and develop a master database.
  • Data guidance and assistance with the analysis of government policies and programs such as millet mission, decentralized procurement; assessment of Farmer Producers Organization (FPOs), Self-help Groups (SHGs), and market reforms, and other programs in consultation with the Department of Agriculture and Farmers’ Welfare, GoO.
  • Assist in preparation of quarterly data reports/bulletins.
  • Regular meeting with the Department’s officials, coordination with departments in Government of Odisha and provide inputs to drafting of policy documents in the context of data from various sources.
  • Extraction of data from MIS such as Krushak Samiksha Kendra and prepare reports.
  • Contribute to the development of other information management products, like data collection templates, maps, dashboards, project briefs, infographics, survey reports, and other monitoring reports, etc. as relevant.

Required Qualifications:

  • At Data Manager I: Master’s degree in Statistics, Mathematics, Economics, Business Administration, Information Management, Social Science or another related field with course work in statistical analysis and reporting with minimum of three years of relevant experience.
  • At Data Manager II: Master’s degree in one of the above fields plus five years of relevant professional experience following a master’s degree.
  • Additional degree or certificates on data analysis and statistics
  • Demonstrated experience working with large quantitative data sets (data cleaning, management, analysis)
  • Knowledge of standard econometric tools
  • Excellent Stata, Python, R, and ArcGIS skills.
  • Demonstrated strong writing skills.
  • Fluency in written and spoken English, Hindi and Odia.
  • Ability to work independently, with initiative and minimal supervision.

Preferred Qualifications:

  • Experience in handling large dataset and MIS.
  • Demonstrated strong writing skills.
  • Experience in web-scarping using Python.
  • Experience working in rural South Asia database.
  • Experience in liaison and coordination with ministries and departments.

Physical Demand & Work environment:

  • Employee will sit in an upright position for a long period of time.
  • Employee will lift between 0-10 pounds.
  • Employee is required to have close visual acuity to perform activities such as: data preparation, web-scraping, preparing, and analyzing data and figures; dashboard; viewing computer terminal; extensive coding.
