JOB DETAIL

Result of Service

a) Maintain and further develop the database interface especially the reports and data analysis section. (Linking Member State-level databases to the regional database (what platform is used/programming language);
b) Compile and submit database reports to countries as requested and to the SADC Secretariat and UNODC;
c) Respond to calls for information from the UNODC Regional Office and Headquarters in the compilation of key reports, including the Global TIP Report;
d) Update the TIPSOM manual and conduct trainings on the use of the system in SADC member states;
e) Ensure smooth functioning, continuous updating, and sustainability of the database;
f) Provide day-to-day trouble shooting support for the data collection system;
g) Perform database daily backups and restore when necessary;
h) Continuous improvement of the data collection system in line with current trends in security and technology;
i) Configure and setup new users using technologies such as VPN, etc.
j) Develop software modules, features and functionality according to written or verbal requirements from SADC and Members States;
k) Develop a roadmap for the enhancement of the TIPNET and TIP Data Collection system including the proposal to have it mobile enabled;
l) Ensure the security of the software, data processed and communications with other systems over networks;
m) Compile and consolidate TIP and SOM statistics and to support member states to input data at country and region level including monthly, quarterly and annually;
n) Assist in the conceptualisation and execution of TIP Data focal persons meetings including the proposed regional meeting.

Duties and Responsibilities

Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks:

Qualifications/special skills

– An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree;
– A minimum of ten (10) years of professional experience in progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Work experience and extensive knowledge of the Microsoft SQL Server BI Stack (MS SQL Server, SQL, Power BI Desktop, Power BI Report Server) is required;
– A minimum of five years of Work experience with BI Architecture data modelling, creating documentation, and diagrams that communicate the overall architecture of the solution to business, technical audiences, and support teams is required.
– Previous experience in development and delivery of ICT training programmes is required;
– Previous experience in defining requirements for data collections and data sets is desirable;
– Previous experience in business process analysis and process mapping is desirable;
– Previous experience working in rule of law projects is desirable;

Languages

– English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
