Duties and Responsibilities
Background: As part of the efforts from ICTS department in expanding and improving ESCWA technological capacities, the department is invested in several initiatives and projects involving data management, data pipelines, data visualizations, pre-processing, Machine Learning and optimization, web development, web hosting, User Interface, and graphic design. Therefore, there is a need for technical talent to implement these projects while increasing ESCWA technological awareness and capacity building, with the goal of opting for in-house solutions whenever possible. In this context, the role of Data Virtualization Specialist is enabling real-time access to integrated data from disparate sources, the specialist help improve agility, enhance stakeholders insights, and streamline operations. Furthermore, provide a holistic view of data without the need for complex data replication processes not only saves time and resources but also ensures that the data remains current and relevant. As data landscapes continue to evolve, the expertise of Data Virtualization Specialist will be essential in navigating and leveraging the complexities of modern data Duties and Responsibilities: Under the overall guidance of the Chief, ICTS, and direct supervision by the team leader, data engineering and operations, the contractor will have a key role in developing and maintaining numerous ESCWA Policy tools. In particular, the candidate will perform the following tasks: – Analyze, design, and develop new pipelines and applications per the UN ICT strategy and ESCWA’s needs; – Develops detailed system and other functional specifications and user documentation; – Takes ownership of sub tasks, managing them and fulfilling the expectations of relevant stakeholders – Connects various data sources such as databases, cloud services, and big data platforms into a single, cohesive virtual data layer. – Implements policies and practices to protect data integrity, privacy, and compliance with regulations. – Develops training materials, technical and user manuals; – Trains staff on completed systems/applications; – Any other related tasks as may be required or assigned by the supervisor
Qualifications/special skills
A bachelor’s degree in computer science, Statistics, Science, information systems or related areas is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 3 years of experience in data transformation and harmonization, using Python, R or related software languages is required. Strong understanding of SQL, NoSQL, and various database management systems is required. At least 2 years of experience with ETL (Extract, Transform, Load) processes and data integration strategies is required. Capacity to provide trainings and build capacity in non-technical audiences is required. Capacity to manage a project, and establish and develop appropriated deliverables in a reasonable timeline is desirable. Different software version control and repository tools, preferably Azure DevOps is desirable. Knowledge of SQL is desirable. Knowledge of geospatial tools as ArcGIS is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required and knowledge of Arabic is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
