GENERAL FUNCTIONS
Ensuring compliance with procedures linked to proper data management by the MEAL and programme teams by:
- Creating of tools specific to each programme for the collection, processing, analysis, visualization and archiving of data.
- Is responsible for the centralization and harmonization of tools and data specific to each programme and MEAL.
- In collaboration with the MEAL Advisor, helps to ensure the quality and relevance of the monitoring tools, data processing and analyses produced by his team (questionnaires, databases, maps, etc.).
- Providing technical support and trainings of staff on data management tools and ensures their proper use by MEAL and programme teams.
- Ensuring the quality of data collected in the field.
- Producing visuals following data processing, in support of MEAL and programme teams.
TECHNICAL FUNCTIONS:
Management of MEAL and programme data and tools, in compliance with the association’s policies:
- Focal point for information systems used by the MEAL and programme teams.
- Be responsible for analysing the technical needs and risks related to the data collected on a regular basis from the MEAL and programme teams.
- Configure the software necessary for the proper management of data.
- Ensuring the security of digital data relating to all MEAL and programme activities.
- Review and make suggestions for the improvement of tools and databases, based on the programme activities & MEAL implemented in the field.
- Check, clean and edit data and information requested by the MEAL and programme teams, according to the formats or media in use (reports, maps, etc.).
- Be responsible to compile programme datasets and creating an activity monthly country report (programme data disaggregated by project, month, type of activities, beneficiaries, location of intervention and budget).
- Support in data collection tools design and coding (ODK, Kobo, Red Rose).
Data visualization and mapping:
- Produce visual models and control the quality of the visuals (dashboards or maps) produced by his/her team, based on primary and secondary MEAL and Programme data.
- Design and develop visualization tools to achieve better use of programme data and faster operational decision making.
Training and technical support:
- Identify technical training needs and develop the capacity of MEAL and programme teams.
- Develop training materials in conjunction with the MEAL Advisor and Area Managers and train teams on the use and operation of data processing tools.
- Perform any other related activities as assigned by immediate supervisor.
- Promotes safety awareness and environmental consciousness and complies with all applicable safety and environmental procedures and regulations.
- Promotes and takes an active part in quality improvement processes.
- Complies with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.
Specific Knowledge and skills:
- Use of Microsoft 365 Suite office
- Advanced use of Excel
- Excel Power Tools (Power Query, Power Pivot)
- Data visualization tools (Power Bi, else)
- Knowledge on ODK/Kobo coding
- Use of geographic information system (GIS) applications (QGIS, else)
- Use of CommCare would be a plus
- Use of R would be a plus
- English spoken and written
- Ready for frequent travel to areas of operation.
- Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules.
