CONTEXTE DE TRAVAIL :
The logistics division is a shared services of Handicap International (HI) that has one main objective: the implementation of operational activities by optimizing the use of the organization’s resources.
Atlas Logistique is an operational unit of Handicap International – Humanity and Inclusion (HI) that specializes in the delivery of aid.
The person will be actively linking Atlas and the logistics division and reinforcing the capacities on logistics standards and emergency preparedness in target countries
Under the responsibility of the Logistics director, the deployment logistics manager will report to the deployment unit manager when deployed to an Atlas mission.The main responsibilities are :
1) Participating to initial diagnosis and coordinate the rollout and scale-up of the HI/AL deployment operations from logistics perspective following a humanitarian crisis;
2) Leading and coordinating logistics deployment in accordance with Humanity & Inclusion´s rules and standards and those of its donors
3) Contribute to the institutional capitalization and participate in the improvement of the strengthening of Handicap International’s operational logistics framework in the field and at head office.
DESCRIPTION DE POSTE :
Main target : logistics support and support on the analysis of the logistics environment.
Task 1: Participate to initial diagnosis and coordinate the rollout and scale-up of the HI/AL deployment operations from logistics perspective following a humanitarian crisis, in collaboration with HI/AL roving teams;
– Contribution to the definition of the strategy of the initial diagnosis, including the creation and/or adaptation of the needs assessment tools, taking into account the logistical aspects and those related to the implementation of the safety and security guidelines;
– Assessment of the logistics environment and stakes in different crisis
– Assessment of HI logistics capacity in countries of intervention;
– Assessment of the risk, recommendation of procedures and prevention measures
– Representation, good coordination and communication with humanitarian and government stakeholders in the area, before, during and after the assessment in collaboration with HI/AL roving teams;
– Contribution to assessment report writing (supply chain and financial parts)
Task 2: Under the supervision of the Operations Manager, lead and coordinate logistics deployment in the framework of the assessment, in accordance with Humanity & Inclusion´s rules and standards and those of its donors.
– Coordination and structuring of logistics resources during the assessment operations;
– Coordination of logistics resources during the: ensuring policies and procedures for procurement, transport management; manage vehicles and movements, communication and equipment;
– Supply chain assess and analysis in country;
– Transport management by coordinating with transport, clearance and customs agencies and HI mission;
– Identify partners logistics capacities and provide partners capacity building in coordination with operational teams
Task 3 : Contribute to the institutional capitalization and participate in the improvement of the strengthening of Handicap International’s operational logistics framework in the field and at head office.
– Support the Emergency division by disseminating the tools and methods within the various headquarters departments for better appropriation and rapid and effective use of the logistics framework at the time of an emergency
– Contribute to the implementation of automatisms related to emergency response (Scenario Plan, Resource Plan)
– Contribute to the logistical activity of the organisation (contextualisation of problems)
PROFIL ATTENDU :
– You have a general or technical diploma;
– You have additional training in logistics management and development of humanitarian projects / operations, or equivalent, preferably in the field of international solidarity;
– You have a at least 3 years of professional experience in emergency response and at least 2 years in a Logistics coordination/manager position or similar in emergency or post-emergency assistance;
– You have a confirmed experience in team management and representation;
– You have experience in the development of humanitarian intervention strategy;
Required Skills :
– You are fluent (oral and written) in French and English, Spanish is a plus.
– High capacity for analysis and synthesis;
– Ability to project quickly in an emergency context;
– Mastery of the management of the project cycle;
– Ability to handle conflicts;
– Ability to work remotely including capacity building and remote deployment;
– Excellent communication includes constructive feedback;

CONDITIONS :
• Type of contract : CDD / Fiwed term contract of 18th months

• Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
• 5 weeks of annual leave
