The Caribbean Development Bank (CDB/the Bank) has an excellent opportunity for a Deputy Chief Information & Technology Officer (Deputy CITO) to advance and champion the Bank’s technology and digital transformation agenda and deliver integrated technology solutions to its business.

 

THE DEPARTMENT

 

The Information and Technology Services (ITS) Department’s mandate is to transform how the Bank accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the IT strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners. ITS serves the Bank’s information and technology needs, aligning with its overall mission to serve the region.

 

THE ROLE

 

The Deputy CITO will co-lead all core IT activities, advocate for and drive innovation through partnering with leaders across the Bank, identify and develop technology investment targets across core IT activities, and develop and implement a Bank-wide information security program. This role leads the implementation and adoption of new technology, ensuring that digital solutions streamline and support business processes. The Deputy CITO accomplishes these initiatives through strategic advising, project management, research, data analytics and change management. The Deputy CITO will report to the Chief Information and Technology Officer.

 

KEY RESPONSIBILITIES

 

The responsibilities of the Deputy CITO include:

 

  • Collaborating with the Chief Information & Technology Officer (CITO) and other executives to develop and implement IT strategies aligned with the overall business goals and objectives.
  • Directly supervise and guide:
      • the IT Agile Operations Portfolio Manager who is responsible for the Core Business, Integrations, Data Factory and ServiceDesk Studios.
      • the Analytics & Information Management Manager who is responsible for the Analytics and Information Studios
  • Work closely with the IT Governance Manager to adopt policies and procedures ensure compliance with security and business frameworks, and report to management on related matters.
  • Effectively communicating IT strategies, initiatives, and achievements to internal and external stakeholders, including executives, staff, and, in some cases, customers.

 

  • Overseeing technology governance and ensuring IT initiatives comply with organizational policies, industry regulations, and legal requirements.

 

  • Collaborating with the CITO to develop, manage and execute the IT budget, ensuring optimal resource allocation and cost-effectiveness in IT operations and projects.

 

  • Overseeing the planning, execution, and delivery of IT projects, ensuring they are on-time completion, within budget, and according to quality standards.

 

  • Identifying and mitigating IT-related risks, including cybersecurity threats, data breaches, and other vulnerabilities. Developing and implementing risk management strategies and policies.

 

  • Keeping abreast of emerging technologies and trends in the IT industry and advising the CITO on potential opportunities for innovation and opportunities for improvement.

 

  • Collaborating with other departments to understand their technology needs and ensuring that IT solutions align with business requirements.

 

  • Overseeing relationships with external technology vendors, negotiating contracts, and ensuring that vendors deliver services and products per agreed-upon terms.
  • Ensuring the integrity, availability, and confidentiality of organizational data. Implementing and overseeing data management and security policies.
  • Ensuring that IT operations and projects comply with relevant laws, regulations, and industry standards. This compliance includes data protection and privacy regulations.
  • Supporting the development and implementation of business continuity plans to ensure the organization can continue its critical functions in the event of an IT failure or other disruptions.

 

SELECTION CRITERIA

 

The Deputy CITO should be well-versed in current technological trends and familiar with various functional IT disciplines, including enterprise architecture, infrastructure, cybersecurity, applications, etc. The Deputy CITO should have a strong sense of IT business risks and mitigation and the ability to optimize business performance by leveraging technology.

 

The ideal candidate should have the following:

 

  • A graduate degree in Information Technology, business, or a related field.

 

  • In-depth experience in the Information Technology field managing complex business implementations with a mix of strategic, tactical, and service responsibilities. Experience with major technology solution stacks applicable within the CDB business environment.

 

  • Demonstrated record of successfully executing strategic IT objectives in a complex, multi-stakeholder environment.

 

  • In-depth knowledge of emerging technologies, trends, and various functional IT disciplines including enterprise architecture, infrastructure, and cybersecurity.
  • Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
  • Experience managing teams, consultants, and contractors in various implementation scenarios relevant to CDB.

 

  • General familiarity with key data privacy and protection requirements.

TERMS OF APPOINTMENT

This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The benefits package includes a pension plan, life and medical insurances.
