GENERAL: Winrock is recruiting a full-time Deputy Chief of Party (DCOP) for the five-year U.S. Agency for International Development (USAID/Ecuador) Climate Change Mitigation through Sustainable Land Use activity. This project aims to promote sustainable livelihoods and advance natural climate solutions in areas affected by deforestation and land degradation through greenhouse gas (GHG) emissions reduction and mitigation efforts. The Deputy Chief of Party (DCOP), Technical will be responsible for managing certain programmatic activities under the project. In undertaking these responsibilities, the DCOP will coordinate closely with the Director of Finance and Operations and work under the direction of the Chief of Party (COP) for the Climate Change Mitigation through Sustainable Land Use activity. In addition, the DCOP will coordinate and work closely with the Winrock home office to prepare project deliverables. POSITION SUMMARY: The Deputy Chief of Party (DCOP) will assist and support the Chief of Party (COP) in management of the project and coordination of activities to achieve synergies across the project objectives. The DCOP will supervise the leads of certain objectives. The DCOP will supervise the sub-awardees on the project.
ESSENTIAL RESPONSIBILITIES: Specific responsibilities of the DCOP, Technical include, but are not limited to: Support COP, along with Winrock’s Home Office and field team, to prepare and submit timely and high-quality project deliverables; Provide technical leadership across programmatic objectives. Coordinate technical staff and supervise the work of the sub-awardees; Represent the project and Winrock to USAID, local and national government entities, the media, civil society, the local business community, and other stakeholders as needed; Coordinate and communicate on a regular basis with Winrock headquarters; Act on behalf of the COP as assigned and delegated; Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS: Education: Bachelors’ degree in Environmental Science, Ecology, Climate Change, or International Development. Advanced degree preferred. Qualifications: Minimum of ten (10) years of professional experience in climate-based sustainable livelihoods development and implementation; Experience working with USAID and/or other donors in Ecuador; Experience working with indigenous communities; Proven communications and capacity strengthening skills; Previous experience carrying out environmental assessments, program design, writing of reports, knowledge management and technical capacity building required; Experience working with government ministries and ability to foster and maintain good working relationships with senior officials; Strong organization and prioritization skills, interpersonal skills, and attention to detail; Strong proficiency in English and Spanish (verbal and written) required.
