Deputy Chief of Party – Enabling Environment for Climate Resilience in Bangladesh
POSITION DETAILS Winrock is recruiting a Deputy Chief of Party (DCOP) for an anticipated five-year U.S. Agency for International Development (USAID) Enabling Environment for Climate Resilience in Bangladesh. The Enabling Environment for Climate Resilience project aims to create a policy environment and governance structure favorable for transformational changes in key systems, with the goal of achieving net-zero emissions and climate resilience in Bangladesh. This initiative seeks to facilitate long-term systemic shifts in Bangladesh’s climate resilience to address the urgent climate crisis, encompassing various aspects of society. The DCOP will be responsible for managing the technical team, fostering collaborative learning and adaptation, and implementation of the technical and partnership strategy for the project. S/he will lead a team to develop strategies to promote net-zero emissions and climate resilience in Bangladesh, under the leadership of the Chief of Party. This position is contingent upon award.
ESSENTIAL RESPONSIBILITIES: Provide technical leadership in the project design, implementation, and partnership strategy for the project’s climate resilience and capacity building interventions. Manage partnerships with local organizations, the private sector, government, and complementary donor programs that contribute to both sustainable and inclusive outcomes. Coordinate objective leads and their activities to ensure cross outcome learning and collaboration. Ensure results-oriented technical components and high-quality and timely deliverables and reports. Work closely with the MEL team to ensure streamlined data collection and analysis. Understand and manage expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach. Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government and general public. Work closely with project staff to develop annual workplans and other deliverables to showcase project success and impact. Supervise the technical work of local and expatriate consultants and subcontractors fielded under the program (as assigned). Other duties as assigned.
QUALIFICATIONS AND BACKGROUND:
Education: Academic degree in economics, international development, business administration, climate resiliency, natural resource management, or related field. Master’s degree or higher strongly preferred. Work Experience: Minimum 7 years of professional experience managing and implementing climate adaptation and resilience interventions for international development projects, preferably with USG funded projects in Bangladesh. Experience managing technical teams for climate and economic resilience, including training, capacity building, mentorship, and day-to-day management. Experience collaborating with government, local and national NGOs, and private sector actors. Skills/Knowledge: Strong knowledge of the political, social, cultural environment and power dynamics in Bangladesh. Familiarity with policy environments and governance structures to enhance climate resilience. Knowledge of relevant sectors including agriculture, energy, water, industry, transportation, and other economic sectors, in both urban and rural areas of Bangladesh. Knowledge of USAID policies and procedures as related to project management preferred. Strong personnel management skills. Excellent written and oral communication skill in English required, fluency in Bangla required.
