Deputy Chief of Party, Green Economy Systems, Kyrgyzstan
ACDI/VOCA is seeking a Deputy Chief of Party, Green Economy Systems for an upcoming Green Economy Activity in Kyrgyzstan funded by USAID. The anticipated program will address climate related issues in the economy of Kyrgyzstan. The Activity will include work on a policy framework for sustainable and green solutions in the economy and the promotion of practices that contribute to a green economy within the private and public sectors.
The Deputy Chief of Party, Green Economy Systems will provide strategic direction and oversight for the implementation of the Green Economy Activity, focusing on economic and policy strategies to achieve green economic growth. They will develop partnerships with government actors, key economic sectors, and financial investors, as well as prepare actionable recommendations and processes for negotiations with partner governments and regional economic communities. The program is anticipated to start in 2024 and this position will be based in Kyrgyzstan.
Responsibilities
- Ensuring that the program’s objectives are met in a timely and efficient manner, aligning with both USAID’s goals and Kyrgyzstan’s commitments to environmental sustainability and economic development
- Develop and maintain a pipeline of partners in government and the private sector, including key job creation sectors and representatives of green finance.
- Supervise the project technical team to meet project objectives pertaining to green economic growth
- Coordinate with COP, USAID Kyrgyzstan mission, and ACDI/VOCA home office to align green economy strategies for greatest impact.
- Collaborate with monitoring and evaluation team to identify key performance indicators and support the measurement of project impact
- Mobilize green finance in Kyrgyzstan to help meet the national development agenda.
- Lead engagement with private sector to advance green development strategies, regulations, incentives, investment, and growth.
- Liaise with partner country governments, regional economic communities, and industry associations to identify targeted legislative and regulatory reform and expansion of public and private dialogue
Qualifications
- Bachelor’s degree in business administration, economics, environmental policy, or relevant field is required; master’s degree is desired.
- Minimum 10 years of progressively responsible experience in business administration, economic development, green policy, green investment, or relevant field.
- Experience implementing green growth strategies in Kyrgyzstan or Central Asia
- Strong coordination skills and interpersonal/communication skills.
- Experience working in Kyrgyzstan preferred.
- Fluency in English is required. Proficiency in Russian and/or a local language is required.
