POSITION TITLE: Deputy Chief of Party, Mali Cross Sectoral Youth

LOCATION: Bamako, Mali UNIT: Human Rights, Education, and Empowerment

REPORTS TO: Chief of Party, Mali Cross Sectoral Youth

POSITION SUMMARY: Winrock International is seeking a Deputy Chief of Party for the anticipated, USAID-funded Mali Cross Sectoral Youth activity. The purpose of this activity is to enable vulnerable and marginalized 15–29-year-old Mailan youth to become educated, healthy, and productive citizens while building their resilience to recurrent crises. Position contingent upon receipt of donor funding.

POSITION RESPONSIBILITIES: Manage operational and financial implementation a of the Cross Sectoral Youth project, ensuring strict compliance with USAID rules and regulations and timely submission of quality deliverables.

Serve as a point of contact to USAID as well as public, private and non-government stakeholders, when needed. Oversee operational implementation by program subcontractors and other local partners.

Support coordination between program, monitoring and evaluation, finance and operations leads.

Effectively manage and supervise staff. Assist with development of staffing plans and the recruitment process of senior staff. Maintain relationships with key staff of consortium partner organizations regarding operations and finance.

Coordination of roles and activities of staff from other consortium member organizations in implementation in line with Winrock’s partnership principles Oversee management of program budget in collaboration with other members of the leadership team Serve as acting Chief of Party when the COP is away from post.

Other duties as assigned.

POSITION QUALIFICATIONS:

Education: Bachelor’s degree or equivalent in experience in program management, finance, business or social work, international relations, education, social science, political science, or another related field with demonstrated experience in project management.

Work Experience: Minimum of ten years of experience managing and implementing relevant development projects related to social work, positive youth development, youth entrepreneurship, nonformal education, TVET, workforce development, and capacity development experience in Mali. Demonstrated experience managing and motivating staff and partners.

Experience managing multi-sector programs and teams which integrate gender and inclusion principles and best practices and are focused on shifting norms to advance gender equality. Skills/Knowledge:

Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget. Knowledge of USAID policies and procedures related to project management required. Strong knowledge of the civil society and government landscape in Mali specifically in the youth development field.

Demonstrated creative problem solving, conflict, and ethical management skills. Knowledge of the political, social, cultural, environmental, and development context of Mali strongly preferred. Strong interpersonal, writing, and oral presentation skills in English. Ability to work independently and manage a high-volume workflow.

Computer literate in word processing, spreadsheet, and presentation software (Microsoft). Fluent verbal and written communication skills in French and excellent verbal and written English is desired.
