Position Overview

The Deputy Chief of Party (DCOP) is a senior management position that works closely with the Chief of Party (COP) and Deputy Chief of party/Technical director to provide leadership, oversight, and coordination for the anticipated USAID Madagascar Access Miahy Activity.

USAID Access Miahy’s goal is to accelerate sustainable reductions in maternal, neonatal, and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. Access Miahy will continue building the capacity of Ministry of Public Health (MOPH) actors and other relevant stakeholders at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.

USAID Access Miahy is anticipated to be a $50-$99M cooperative agreement; the anticipated release date is September 27, 2024, with an anticipated award date of December 20, 2024. This position is subject to project award and funding.

This position is only open to candidates who are legally eligible to work in Madagascar without sponsorship.

Key Responsibilities

  • Provide program management support to the COP, ensuring compliance with the policy and legislative requirements of the USAID cooperative agreement as stipulated and consistent Pact’s policies, procedures, and best practices.
  • Maintain open lines of communication with the Deputy Chief of Party/Technical Director and Provincial Managers to ensure that Access Miahy meets stated goals, outcomes, benchmarks, and reporting requirements.
  • Accountable for province and district level -timely program implementation according to the workplan and budget, identifying initiative-taking solutions to challenges, and achieving quarterly and annual targets.
  • Ensure adequate matrix management, supervision, collaboration, and coordination with the Senior Technical Advisors.
  • Support Deputy Chief of Party/Technical Director to monitor performance and deliverables of sub partners under the USAID Access Miahy.
  • Serve as a bridge between project implementation and project finance, operations, human resources by providing technical and management leadership on key initiatives and help to resolve challenges between program teams and other departments to ensure compliance and efficiency.
  • Establish and maintain close working relationships, partnerships, and coordination with the Government of Madagascar Ministry of Health at national, target provincial and district levels, USAID-funded implementing partners, and other stakeholders.
  • As and when assigned by the COP, lead or support the development of annual workplans, budgets, reports, and other deliverables ensuring all are on time and of high quality.
  • Provide support for the analysis and dissemination of results from the project.
  • Support subgrantee representatives and program leadership through regular subaward management and communication and ensuring an integrated and cohesive program implementation.
  • Provide support for the revision of scopes of work for subcontractors annually to reflect the annual workplan; final review completed subcontractor milestones and recommend for final approval by the COP and payment.
  • Proactively partner and collaborate internally with other Pact departments, including program, technical, human resources, grants and contracts finance, administration, and procurement to ensure that portfolio-wide support is given.
  • Coordinate logistics related to availability of both human and material resources within the provincial offices.
  • Work in close coordination with the Director of Finance and Administration and other senior staff in the department to support timely payments for program implementation (i.e. authorizing payments following the COP’s approval).
  • Serve as Acting COP as necessary and as requested.

Basic Requirements

  • Master’s degree and 9+ years’ relevant experience or equivalent combination of education and experience or Bachelor’s degree and 11+ years relevant experience or equivalent combination of education and experience in a relevant field, such public health, business administration, health system management, social administration, or social sciences.
  • 5 years of management experience required.
  • Demonstrated experience achieving deliverables on time and within budget. Demonstrated experience with program financial oversight, with experience working with USAID cooperative agreements and subgrantees. Demonstrated experience managing programs in alignment with USAID rules, regulations, and policies.
  • Demonstrated leadership skills.
  • Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders, including government and civil society.
  • Demonstrated skills in problem solving and consensus building.
  • Fluent French and Malagasy; professional proficiency in English.
  • Ability to work in Madagascar without sponsorship.
  • Ability to travel within Madagascar and occasionally internationally.

Salary for this position is commensurate with local office salary scales and will be determined based on the candidate’s experience and qualifications
