The Opportunity

The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria has approved the Republic of Mali’s request for funding for the continuation of the HIV/TB grant and Health System Strengthening (HSS) in Mali for the period January 2024 to December 2026. Plan International Mali has been approved by the CCM of Mali in collaboration with the Global Fund, Co-Manager (CoPR) of the HIV/TB grant with the Cellule Sectorielle de lutte contre le VIH/SIDA, la Tuberculose et les Hépatites (CSLS-TBH) and is recruiting the Deputy Chief of Party- Programs.

The Deputy Chief of Party supports the Chief of Party in the overall coordination and management of all programmatic and financial aspects of the grant in accordance with approved documents, as well as the policies and procedures of Plan International and the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria. These documents include the approved grant contract signed by the various parties, the monitoring and evaluation plan, the performance framework, the procurement and supply management plan, the detailed budget and the work plan. He/she is responsible, in collaboration with his/her team and under the guidance of the Chief of Party, for drafting detailed work plans for the grant and for project staff. In perfect harmony with the Chief of Party, the Deputy Chief of Party collaborates closely with the Cellule Sectorielle de lutte contre le VIH/SIDA, la Tuberculose et le Paludisme as well as with the Direction Générale de la Santé (DGS) of the Ministère de la Santé et du Développement Social (MSDS) and the Directions Régionales de la Santé for a concerted and collaborative management of the grant.

In addition, he/she provides prompt technical support in reviewing/validating ToRs, specific technical assistance on TB and other programmatic requests from CSLS-TBH and DRS.

Likewise, he/she collaborates with the Country Coordinating Mechanism (CCM), the Global Fund Secretariat through its Portfolio Manager (FPM), the Local Fund Agent (LFA), the Plan International Regional Office (WACAH) and Plan International Canada as a strategic technical partner in the implementation of the grant.

Reporting to the Chief of Party (COP), he/she supports in the coordination and open communication with the CoPR, the DGS and the Directions Régionales de la Santé (DRS), as well as with the other PRs of the HIV/TB/RSS grant, i.e. the Unité de Mise en œuvre du Renforcement du Système de Santé (UMRSS), ARCAD Santé Plus and all the other key stakeholders involved in implementing the program.

Reporting to the Chief of Party (COP), he/she also supports in the coordination with the various HIV stakeholders. These stakeholders essentially include the three PRs of the grant, the CCM as well as civil society organizations, groups or associations of people living with HIV, key populations vulnerable to the 3 diseases, communities, bilateral and multilateral agencies, the Global Fund through its Portfolio Manager, the LFA, the Haut Conseil National de Lutte contre le SIDA (HCNLS), the Direction Générale de la Santé of the Ministère de la Santé et du Développement Social, and all other partners involved in the fight against HIV/AIDS and Tuberculosis in Mali.
