Deputy Chief of Party – Technical

LOCATION: Dhaka, Bangladesh

PROJECT: USAID ClimAct Activity GROUP: Environment and Energy

REPORTS TO: Chief of Party (CoP) BACKGROUND: The United States Agency for International Development (USAID) funded ClimAct Project is a 5-year Project that aims to generate systematic and transformative change for Bangladesh’s transition to net-zero, climate resilient Development.

The Project is implemented by Winrock International and will work closely with the Ministry of Environment, Forest and Climate Change (MoEFCC) and other Ministries, Government Entities, Private Sector and Financial Institutions, NGOs, CSOs, Academic and Research Organizations, Youth Networks and Local Government Institutions (both Urban and Rural).Winrock is recruiting for a Deputy Chief of Party (DCoP) – Technical position to lead the development of Project implementation plans, tracking progress and prepare various Project deliverables. The DCoP – Technical will be responsible for managing the technical team, fostering collaborative learning and adaptation, and implementation of the technical and partnership strategy for the Project. S/he will lead a team to develop strategies to promote net-zero emissions and climate resilience in Bangladesh, under the leadership of the Chief of Party.

 

ESSENTIAL RESPONSIBILITIES: Provide technical leadership in strategy development for all thematic areas (Climate Policies and Plans, Climate Finance and Climate Governance) Implement the Theory of Change (ToC), performance indicators, and integration strategies in coordination with Monitoring, Learning and Evaluation (MEL) team, while assisting in preparing the log-frame, indicator Performance Tracking Table and Performance Indicator Reference Sheet. Work closely with Project staff to develop annual workplans and other deliverables to showcase project success and impact. Review reports, field information and research documents to generate knowledge for the project and collaborate with the MEL unit to establish metrics of tracking progress. Work closely with the MEL and other cross cutting teams to ensure streamlined data collection and analysis. Understand and manage expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach. Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government and general public.

 

Promote Locally Led Climate Solutions through idea generation and local knowledge facilitation in collaboration with Gender Equity and Social Inclusion (GESI) Lead. Capacity Development: Assess the Government of Bangladesh (GoB) National Adaptation Plan (NAP) and Nationally Determined Contribution (NDC) implementation road maps of the Government of Bangladesh and identify strategic areas of technical assistance. Develop high-quality technical handbooks and toolkits for the systematic integration of NAP and NDC targets in all possible entry points of project preparation (feasibility studies etc.), project scrutiny and appraisal, project approval, implementation of Annual Development Plan (ADP) process, Monitoring and Evaluation (M&E) system of IMED etc. Develop high-quality training manuals and develop strategic partnership for institutionalized capacity development of relevant stakeholders with specific focus on Private Sector Entities, Financial Institutions and Local Government Institutions (both Urban and Rural). Partnership Management: Manage partnerships with local organizations, the private sector, government, and complementary donor programs that contribute to both sustainable and inclusive outcomes. Ensure results-oriented technical components and high-quality and timely deliverables and reports. Reporting: Lead Project reporting requirements for USAID and Government of Bangladesh in close collaboration with MEL unit. Team Management: Supervise the technical work of project staff, local and expatriate consultants and subcontractors fielded under the Program (as assigned). Coordinate objective leads and their activities to ensure cross outcome learning and collaboration. Staff Capacity Development and Team Building

 

QUALIFICATIONS: Education: Post graduate degree in International Development, Development Planning, Urban and Regional/Rural Planning, Public Policy, Geography and Environmental Science, Civil and Environmental Engineering Natural Resource Management, Green Energy, Economics, Business Administration or related field with specialization on Climate Change Adaptation and Mitigation. Work Experience: Minimum 10 years of professional experience managing and implementing climate adaptation and resilience interventions for international development projects, preferably with USG funded projects in Bangladesh. Experience managing technical teams for climate and economic resilience, including training, capacity building, mentorship, and day-to-day management. Experience on Government’s Planning System and direct working experiences with Local Government Institutions (Both Urban and Rural) will be prioritized. Experience collaborating with local and national NGOs, and private sector actors, academia would be an advantage. Skills/Knowledge: Strong knowledge of the political, social, cultural environment and power dynamics in Bangladesh. Familiarity with policy environments and governance structures to enhance climate resilience.

 

In-depth knowledge of relevant sectors of Bangladesh’s NAP and NDC of Bangladesh in both urban and rural areas of Bangladesh. Knowledge of USAID policies and procedures as related to project management preferred. Strong inter personnel management skills and team player. Excellent written and oral communication skill in English required, fluency in Bangla required. OTHER: This position is open to qualified Bangladesh Nationals only.
