POSITION TITLE: Deputy Chief of Party, USAID Laos CTIP
REPORTS TO: Chief of Party LOCATION: Vientiane Capital, Laos
POSITION SUMMARY: Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking a Deputy Chief of Party (DCOP) to help support a dynamic team in implementing a $15M USAID-funded project to contribute to the Government of Lao’s national response to reduce trafficking in persons (TIP), especially in the areas of prevention and protection. The project is focusing on changing behaviors among communities, businesses, and individuals considering migration; forging stronger private sector partnerships for livelihood development; supporting cross-border partnership and learning; and strengthening knowledge retention within government ministries and agencies. The DCOP will mainly focus on financial, operational, and project oversight, but will also contribute to the technical design, implementation, and partnership strategy for the project. ESSENTIAL RESPONSIBILITIES: Assist the Chief of Party (COP) to manage and achieve the overarching vision of the project, which includes contributing to annual planning; supporting timely implementation of activities; ensuring timely submission of high-quality deliverables; Review and prepare deliverables to be submitted to USAID, ensuring strong, coherent, and technically sound writing; Oversee day-to-day operations of the project in coordination with the COP, including oversight of finance, procurement, and human resources; Directly supervise at least three staff; Support the COP along with Winrock’s Home Office and project team to prepare and submit timely and accurate activity, financial, and procurement reports; Communicate and coordinate with program staff on technical and administrative issues, project implementation, work plans, and budgets; Support the COP to represent the project and Winrock to USAID, local and national government entities, the media, local NGOs, the local business community, and other stakeholders as needed; Oversee development of a project communications strategy and overall project- related IEC materials, press releases, and success stories; Closely coordinate with Finance and Administration Director to ensure project activities are implemented with strict adherence to USAID rules and regulations; Contribute to technical direction and activity implementation in areas agreed upon with the COP; Contribute to strategies for working with national and local government, private sector partners, civil society actors, trainers, TIP victims, and other stakeholder groups; Assist COP to expand network of labor migration and TIP stakeholders and identify strategy to promote USAID Laos CTIP as a leader in the TIP sector; Serve as acting COP when the COP is away from post; and Other duties as assigned.
QUALIFICATIONS and BACKGROUNDS: Education: Master’s degree in international development, community development, gender studies, human rights, or relevant field; or Bachelor’s degree in project management, international development, community development, or relevant social science with two extra years of work experience (10 years). Work Experience: 8 years of professional experience managing and implementing large donor-funded projects; Minimum of 5 years of experience managing a project in the areas of human trafficking, labor migration, community and/or victim support services, or a relevant field; Considerable work experience in Southeast Asia, preferably in Laos; Minimum of 5 years of experience managing teams and strengthening the capacity of junior staff; Demonstrated capabilities in institutional capacity building, high-level strategic visioning and leadership, and working effectively with civil society, local, regional and central-level government authorities, and with USAID or other donors;
Experience managing projects funded by USAID, other US Government organizations, or other international donors. Strong preference for experience implementing USAID-funded projects in Laos and the Southeast Asia region; Experience working with the Lao Government preferred; and Strong understanding and working experience in the area of Monitoring and Evaluation. Skills/Knowledge: Demonstrated leadership, management, organizational and decision-making skills as well as professional maturity, versatility, discretion, service and integrity; Ability to diplomatically supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences; Strong planning and project management skills; Fluency in written and spoken English. Intermediate written and spoken Lao (or Thai) highly desired; Strong communication skills required; Strong computer skills in all the basic MS tools; Ability to travel regularly within Laos; and Strong leadership skills. Strong preference will be given to Lao nationals or foreign nationals based in Laos.
