The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. This position is located in the United Nations Department of Safety and Security (UNDSS) in the Division of Partnerships and Specialized Support (DPSS). The Deputy Director reports to the Director, DPSS. Responsibilities

• Supports the Director in the formulation and implementation of the substantive work programme of the Division. Supports the Director in overseeing the management of programme activities undertaken by the Division. Ensures that programmed activities are carried out in a timely fashion and co-ordinates work within the Division and with other entities/organizations of the United Nations System. • Leads and supervises the work of Section/Unit Chiefs to carry out the work programme of the Division. Ensures compliance with United Nations and Departmental standards, policies, rules, and regulations. Co-ordinates the work carried out by different work units in the Division. Provides programmatic/substantive reviews of drafts prepared by others. • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate. • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Division maintain high-quality standards and are compliant with United Nations policies; that reports are clear, objective and based on data. Ensures that all outputs produced by the Units/Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. Oversees the development of workplans for the sections and units in the Division. • Oversees the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (ePAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Coordinates and oversees the preparation of responses to audit reports and evaluations. • Recruits staff, taking due account of geographical balance and inclusion. • Manages, guides, develops, and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Division and across organizational boundaries. • Participates in international, regional, or national meetings, as appropriate, and provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, social sciences or related area. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience in programme management, human resources management, administration, or related field is required. Experience in managing large programmes of work and functionally diverse teams is desirable. Experience in managing change and/or digital transformation processes is desirable. Experience working on partnership issues in or with an international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Fluency in French (oral and written) is desirable. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
