The Deputy Director will provide leadership in assessing global financial market developments and stability risks, and as a member of MCM’s senior management team, assist the Director and Financial Counsellor in the management and supervision of the work of the department. She/he will assist in MCM’s broad-based outreach to the private sector and help to bring a market perspective on macro-financial developments, risk assessment, and financial market instruments to the Fund’s macroeconomic and policy work with member countries. She/he will seek to further strengthen the impact of MCM’s analytical work on financial markets on the work of the Fund more generally. In the absence of the Director, she/he may be designated to serve as Acting Director.

The Deputy Director will be responsible for supervising the work of the Global Markets Analysis division (GA). Key responsibilities of the division that report to the Deputy Director include the ongoing analysis of market developments and risks through the daily Global Markets Monitor, the fortnightly market surveillance note for the First Deputy Managing Director’s surveillance meeting, the production of the flagship semiannual Global Financial Stability Report (GFSR), and the production of periodic background notes and information on financial market and financial institutions developments.

The Deputy Director will also be responsible for guiding the preparation of the Financial Institutions Consultative Group consisting of CEOs and senior executives from leading financial institutions, and she/he is also expected to establish a regular dialogue/forum with senior private sector risk managers and other private sector capital market participants.

The Deputy Director will work closely with the other Deputy Directors of MCM as part of the Executive Team to help implement MCM’s medium term strategy, achieve the goals set out in MCM’s Accountability Framework, and manage the department effectively and efficiently.

The successful candidate should have:

  • An advanced degree in finance, economics, business, or other relevant field, and professional experience at a senior level internally in the Fund and/or externally in a bank, investment bank or investment institution that plays a prominent role in the capital markets.
  • In-depth technical knowledge of capital markets products; a reputation for her/his deep understanding of the markets and of risk management; and a network of contacts outside the Fund.
  • Demonstrated track record in market surveillance across markets and geographies.
  • A reputation for strong intellectual leadership and implementation, demonstrated through the delivery of innovative results in senior positions responsible for complex agendas.
  • Strong leadership and management skills, both in terms of organizing, delegating and planning, as well as attracting, motivating, developing and coaching staff.
  • A reputation as a team player and is respected by colleagues for her/his corporate mindset.
  • Excellent diplomatic and partnership skills; and ability to build/maintain relationships with area departments, country authorities and private sector contacts.
  • Demonstrated capacity in strategic and analytical thinking and sound policy judgment in the areas of capital markets and debt issues.
  • Excellent oral and written communication skills.
