The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Programme Overview

WJCF’s Infectious Diseases (ID) portfolio encompasses HIV/AIDS, Hepatitis, vector borne diseases, and antimicrobial resistance. More than 70 million people are affected by these conditions. India has set an ambitious target of progressively eliminating various infectious diseases by 2030. WJCF is supporting the elimination efforts by providing technical support to scale-up innovative interventions, demonstrate evidence-based models to ensure early diagnosis and treatment, and strengthen governance mechanisms using routine programmatic data to guide decision making. Our work involves strengthening supply chain systems, disease surveillance, developing M&E tools and processes, designing programme management dashboards, optimizing process flows, and supporting the development of technical and operational guidelines.

Role Overview

We seek a highly motivated individual with relevant and demonstrated experience for the role of Deputy Director, Infectious Diseases (DD-ID) for WJCF’s strategically critical and rapidly growing portfolio of Infectious Diseases. Reporting in to the Country Director; the DD-ID will spearhead the diverse programmes within the portfolio, closely collaborate and align with global teams, and nurture and own key senior stakeholder relationships.

The DD-ID will position WJCF’s Infectious Diseases portfolio in the sector for delivering impact to the lives of the people we serve by bringing to bear WJCF’s unique competencies to solve for critical barriers to access and developing new organizational strengths and skills; enabling innovative approaches for improving outcomes; and ensuring that WJCF programmes inform and leverage government’s heath priorities, policies, and platforms. As the portfolio lead, the DD-ID will build cross-functional and synergistically designed teams in the portfolio which comprise management experts, public health stalwarts, and technical specialists in secondment and substantive roles. The DD-ID will also nurture and own key relationships with leaders in partner governments, donors, and development and other organizations for furthering the mission of the portfolio and the organization. Importantly, the DD-ID will steer the building of relevant alliances with government and non-government domestic institutions for deploying partnership models for impactful and sustainable implementation of WJCF programmes.

As the central peg of the portfolio, the DD-ID will promote vibrant channels of collaboration amongst the constituent programmes for joint solutioning and learning exchanges. Fostering intra and inter-portfolio will be a key area of focus. Another core focus areas for the DDI-ID will pertain to managing talent in the portfolio. This will entail designing and refining high level team structures and reporting lines, overseeing and in some case directly managing team members journeys, and investing in capacity building and development of direct reports.

As a core member of WJCF’s country leadership team, the DD-ID will play an instrumental role in WCJF’s strategy, organization-wide process building and improvements, and representation with strategically important external leaders.

The DD-ID must be driven, flexible, and resilient. She/He should be able to function independently and be comfortable working and coordinating the operations of cross-functional teams. She/He should highly adept at managing and excelling in uncertainty, analytical, and have a strong commitment to excellence. Responsibilities

  • As the lead, chart the course of WCJF’s ID portfolio in terms of strategy, implementation, talent, and relationships and alliances for sharpening the degree, breadth, scale, and sustainability of impact.
  • Guide teams on developing and implementing meticulously crafted theories of action and concomitant work plans and monitoring outputs and outcomes.
  • Enhance WJCF’s positioning in the ID and public health ecosystems for increasing the organization’s sector influence on evidence-informed approaches and innovations that best serve beneficiaries in the context.
  • Play a powerful representation role in various high level external fora by presenting insights and communicating value of WJCF’s work and capabilities and visibly demonstrate thought leadership for shaping the ecosystem’s approaches.
  • Develop and leverage networks with key entities in the ID and public health ecosystems in India; manage senior level relationships across government entities, private players, and partners; and excel at outreach for enhancing organizational awareness, positioning, and work streams.
  • Closely monitor and control programme finances in line with organizational and donor requirements
  • Guide the drafting and dissemination of periodic and stand-alone donor updates and reports.
  • Build and grow the team and lead people in the programme in partnership with WJCF’s HR team; expand the team’s competency mix in line with the programme’s ambition over time.
  • Contribute as part of the country leadership to organization-wide initiatives for strengthening culture, effectiveness, and nimbleness.

Qualifications

  • 14+ years of relevant experience in management consulting or public health in India and / or LMICs.
  • Master’s degree in business administration, management sciences, economics (pure or applied), finance, or public health with exceptional problem-solving solving skills and analytical capabilities.
  • Exceptional track record of building and implementing strategies in contexts which are highly dynamic, rife with uncertainty and urgency, and exceptionally competitive.
  • Phenomenal project and people management skills.
  • Demonstrated high bar on quality and attention to detail.
  • Impactful written and verbal communication skills with frequent exposure to C-suite for presentations feeding into decision making.
  • Strong analytical skills and in-depth working knowledge of digital analytical and visualization tools.
  • Ability to work in a matrix and multi-cultural team across geographies.
