Position Overview:
Under the general supervision of the Director of Policy and Partnerships, the position will work across the organization to translate PIH Liberia’s vision, clinical and program strategies into high quality programs and projects supported by well-structured mission aligned partnerships.
Essential Duties and Responsibilities:
Project Development and Portfolio Management
· Lead activities for a portfolio of projects spanning multiple geographic and technical areas, ensuring adherence to effective project management practices to increase organizational impact and results
· Establish a dynamic work environment that promotes team empowerment and shared accountability for functional design and delivery of projects within the assigned portfolio
· Drive results by setting portfolio performance metrics which support and measure the sustained delivery of services against organizational needs / objectives / strategies
· Work closely with technical leads to troubleshoot issues as/when they arise
· Support project managers and technical leads to develop timely, technically sound reports
· Act as the main point of contact for resolution of escalated issues or sensitive, confidential matters with high risk and impact to the organization for assigned portfolio with the Director of Policy & Partnerships and Executive Leadership Team
· Facilitate quarterly review meetings and set up knowledge management systems that ensure learning is shared across the portfolio
· Support translation of model programs into government policy and strategy
· Position joint Partners In Health/Ministry of Health programs for funding that supports innovation and scale-up with in-country, regional and global donors
· Support capacity building of Partners In Health/Ministry of Health colleagues on program design, management and reporting
Resource Mobilization
  • Facilitate internal go/no go decisions on prospective partnerships, support development of Partners In Health’s bidding strategy, coordinate the proposal team and process defining work flows in partnership with site and cross-site leadership
  • Co-host proposal design/strategy meetings to develop overall project design including the technical strategy, management plans and logical frameworks
  • Support development of competitive technical proposals, concept notes, program briefs and materials for potential partners, communicating PIH vision through clear and compelling narratives
  • Work closely with clinical, program and finance leadership to submit timely technical and cost proposals aligned to donor requirements, Ministry of Health and Partners In Health strategy
  • Support negotiations and communications with sub and prime organizations within Liberia
  • Accompany the Ministry of Health during Global Fund, PEPFAR and other country-led proposal development processes, as requested
  • Strengthen internal capacity and systems for resource mobilization
Strategic Positioning
  • Monitor current public and private sector donor priorities and general bilateral and multilateral funding trends
  • Contribute to annual and multi-year program funding strategies that leverage PIH capabilities to secure new partnerships
  • Coordinate pre-bid efforts including proactively gathering information and identifying potential partners and staff prior to official calls for proposals
  • Consider potential opportunities, intelligence, and information from positioning efforts and prepare analysis for specific bid and partnership recommendations
  • Provide key informational input for internal go/no-go decisions for prospective partnerships
  • Support Director of Policy and Partnerships to steward existing strategic relationships, with institutional partners, NGO partners and private donors, by speaking credibly to our priorities and impact
  • Coordinate donor visits and meetings with current and potential partners, working across the organization to effectively present PIH’s impact to external audiences
  • Participate in partner coordination platforms as needed
Government Relations, Alignment and Coordination
  • Work with site leadership to ensure Partners In Health programs are aligned to and contributing towards achieving targets laid out in the National Health Sector Strategic Plan
  • Support collaboration, information-sharing, and joint advocacy with Ministry of Health programs and civil society organizations
  • Provide updates on key Ministry policies, strategies and protocols to site leadership and key program staff
  • Share the schedule of technical working groups, advisory committees and other ad hoc meetings helping to ensure the right level of PIH participation
  • Partner with the Policy Advisor to convene quarterly key stakeholder meetings with national officials and key PIH stakeholders to ensure regular communication and continued strengthening of local government relations
  • Support coordination and submission of annual sectoral clearance and reaccreditation applications
Policy and Advocacy
· Coordinate policy analyses to assess the application of leading evidence as well as equity assessments to help advocate for improved pro-poor policies within Ministry of Health and other Government of Liberia agencies
· Contribute to Government of Liberia policy and implementation strategies through participation in working groups and coordination with PIH technical experts in areas of key interest to the Ministry
· Mentor Ministry of Health and Partners In Health staff on effective strategies for translating evidence into policy and action
Qualifications:
Required
  • Commitment to social justice and health as a human right
  • Master’s degree in public health, international development, or public policy with seven years’ related work experience in strategy, program design and resource mobilization
  • Proven track record securing funds from institutional donors, including USG, Global Fund, UN and/or other public sector partners
  • Excellent coordination, writing, and communications skills; ability to conceptualize and articulate funding needs persuasively to potential funders and government partners.
  • Ability to manage complex projects from creation to completion, prioritize and work on multiple tasks simultaneously, and meet deadlines.
  • Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff across departments and country.
  • Strong organizational skills and attention to detail, and ability to structure and recall information, and develop processes and systems for project and information management
  • Experience living and working abroad: willingness to spend up to one month per quarter in rural Harper in Maryland County.
Desirable
  • Experience in Liberia or similar African/low-income country setting
  • Strong Excel, PowerPoint and/or graphic design skills
