Responsibilities:

Responsibility # 1: Strategizing Program Development and Fund Raising 20%
• Develop a program development and fundraising strategy considering the shift of priorities and fund flow in international and national funding landscape, in order to bring higher organizational and financial sustainability.
• Ensure pro-active forecasting, and preparation for quality and timely proposal development on a timely basis.
• Periodically review the program development and fundraising strategy to position CARE Bangladesh in the evolving development landscape.
• Support DCD-Programs and Program Directors to prioritize opportunities.
• Mobilize required technical expertise from national and global CARE pools of resources including and consultants when needed, to ensure high quality programme development.
• Coordinate capacity building of different program, MEL and support teams and staff, on programme cycle management, accountability to communities and donors.
Responsibility # 2: Program Quality and Accountability Monitoring 25%
• Lead program monitoring by ensuring that necessary donor and CARE compliance and standard are incorporated in the program design and implementation monitoring tools and standards.
• Work closely with programme teams to develop, and ensure a comprehensive and robust accountability system that effectively represents the need and voice of the program participants.
• Work with program/project teams and PEARL department to ensure compliance of the donor’s requirement in program quality assurance, monitoring and accountability to marginalized and affected community by coordinating with
• Guide PEARL Team and different program teams to identify and capture initiatives of interest and learning to produce quality case studies, web updates etc. to inform future programming.
• Gather top-line findings from program and monitoring activities, including Complaint Response Mechanism data and any relevant updates, for the DCD-Programs to communicate with stakeholders.
• Ensure that program quality and accountability framework is integrated throughout the project cycle management (need analysis, funding commitment, project design, implementation and peer review).
Responsibility # 3: Innovative Program Development 35%
• Facilitate holistic programme design ensuring strategic alignment with different impact areas of the CARE Bangladesh Country Strategy 2030.
• Develop a comprehensive Innovation Strategy for CARE Bangladesh in alignment with its overall program development and fund-raising goal and approaches
• Ensure integration of innovation strategy and CARE Bangladesh MBA Strategy in concept and proposal development
• Develop go-to-market plan, implementation plan and roadmap for scaling solutions
• Coordinate with relevant CARE Programs, GoB departments, donors and private sector actors to facilitate integration implementation of new products or services.
• Identify key areas of focus of the potential and live calls in line with CARE’s strategic interest.
• Facilitate knowledge-driven proposal development based on the learning of periodic sessions on program quality and learning.
• Work closely with programs and budget department to respond to calls and requests for proposals from conceptualization to proposal development.
• Plan and facilitate concept/proposal development workshops.
• Evaluate concept/proposal development workshop outcomes in a systematic manner to inform development of projects.
• Identify innovation trends and business opportunities, innovative ideas and products in the market system.
• Ensure to interpret business strategy and determine innovative solutions supporting Market Based Approach (MBA) and sustainability.
• Write and/or support developing concept notes and proposals ensuring innovation and market-based approach are integrated in the design
• Ensure all project concepts and proposals have the focus on women empowerment and youth engagement.
• Guide cost proposal manager to ensure quality proposal budgets.
• Ensure that new proposals are informed by relevant internal and external information sources: situation analysis, baseline studies and assessments, evaluations, etc.
Responsibility # 4: Program Operations and Learning 20%
• Ensure smooth project start up, including contract/IPIA finalizing, in coordination with program, program support and grants teams.
• Support Program and MEL team to establish feedback and complaint response mechanism, and periodically reflect for accountable and sustainable program implementation.
• Work with Program Directors and Program Heads to build systematic collaboration, information sharing and quality control mechanism in programme implementation and thus infirming program development in CARE Bangladesh.
• Support program teams to develop project management tools and effectively practice those in the project management cycle.
• Monitor quality of project implementation with respect to the design and accountability framework through monitoring visits to program areas and share feedback to respective project head and staff and partners.
• Produce periodic learning documents on program development and implementation for internal and external stakeholders.
Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Working Condition:
This is a position based in CARE Bangladesh Dhaka office (CBDO) with occasional field visits (up to 15%-20%)

Qualifications:
• Masters in science or social science discipline. Preference will be given to candidates with undergraduate and/or postgraduate degree in Development Studies, Disaster Management and Environment/ Climate Change, Economics and Business Studies
• Minimum 10 years of experience in program development, including at least 5 years in program development coordination or leadership role
• Proven experience in market-based and innovation approach to development and resilience
• Understanding in change management using global standard grant management tools and procedures
• Donor compliance knowledge
• Matrix line management experience
• Knowledge and experience in gender focused approach to development and resilience
• Demonstrated capacity to design and win projects working with different programs and program support (Finance/ Budget, Procurement) teams
• Experience in organizing knowledge and learning sharing events involving community, practitioners and researchers and policy makers.
• Strong communication, report writing and presentation skill in Bangla and English.
