The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position supports the Executive Secretary in overseeing ESCAP’s intergovernmental work and its partnerships within and outside the United Nations system. The Deputy Executive Secretary for Partnerships and Coordination reports directly to the Executive Secretary and supports the Executive Secretary in managing the Sustainable Development and Countries in Special Situation Section; and the sub-regional offices for North and Central Asia, South and South West Asia, South East Asia, East and North East Asia, and the Subregional Office for the Pacific.

Responsibilities

Under the overall guidance of the Executive Secretary and in coordination with the Deputy Executive Secretary for Programme, the Deputy Executive Secretary for Partnerships and UN Coordination will be responsible for the following functions:

• Supports the Executive Secretary in managing relationships with entities of the United Nations System at the country, regional, and global levels, including through the United Nations Regional Coordination Platform for Asia­ Pacific (RCP) and its subsidiary bodies; as well as with other regional commissions, including through the Regional Commissions New York Office.
• Oversees the Follow-up and Review of the 2030 Agenda in ESCAP including assisting member States in preparing and presenting their Voluntary National and Local Reviews; the organization and servicing of the Asia-Pacific Forum on Sustainable Development (APFSD); facilitating and coordinating divisions, offices within ESCAP and entities outside the ESCAP secretariat to organize and service meetings and events associated with the APFSD; ensuring quality of documents prepared for the APFSD, in particular their compliance with established standards and policies; supporting the Executive Secretary in coordinating the preparation of and ensuring quality of the Asia-Pacific Report on the Achievement of the Sustainable Development Goals; and serving as the overall ESCAP focal point for ESCAP’s participation at the High-level Political Forum on Sustainable Development.
• Oversees the work of ESCAP’s Subregional Offices, including their partnerships and relationships with UN Resident Coordinators and UN Country Teams, including through coordination of ESCAP’s inputs to the preparation and follow up of Voluntary National Reviews, Common County Assessments and United Nations Sustainable Development Cooperation Frameworks at the country level; and ESCAP’s relationships with subregional intergovernmental organizations such as the Association of Southeast Asian Nations (ASEAN), the South Asian Association for Regional Cooperation (SAARC), the Economic Cooperation Organization (ECO), the Shanghai Cooperation Organization (SCO), the Pacific Islands Forum (PIF), the Pacific Islands Development Forum (PIDF), the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) etc.
• Oversees the work of the Sustainable Development and Countries in Special Situation Section, including coordination of ESCAP’s work on the Least Developed Countries (LDCs), the Landlocked Developing Countries (LLDCs) and the Small Island Developing States (SIDs); organizing and servicing preparatory meetings of the Istanbul Plan of Action, the Vienna Programme of Action and the Samoa Pathway; facilitating and coordinating divisions, offices within ESCAP and entities outside the ESCAP secretariat to organize and service meetings and events associated with the Special Body on LDCs, LLDCs and SIDs; ensuring quality of documents prepared for the Special Body, in particular their compliance with established standards and policies; Supports the Executive Secretary in coordinating the preparation of and ensuring quality of the annual report on Countries in Special Situations;
• Provides leadership to the development of innovative and/or change management programmes.
• Formulates and implements the substantive work programme of the Section and Offices under his/her supervision, advising the Executive Secretary on determining priorities and allocating resources for the completion of outputs and their timely delivery.
• Ensures that the outputs produced by the Section and Offices under his/her supervision, maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section and Offices meet required standards before completion to ensure they comply with the relevant mandates.
• Oversees the substantive tasks necessary for the functioning of the Section and Offices under his/her supervision, including assigning and monitoring of performance parameters and critical indicators, reporting on programme performance, evaluation of staff performance (ePerformance), interviews of candidates for job openings and evaluation of candidates as delegated by the Executive Secretary.
• Manages, guides, develops, and trains staff under his/her supervision; fosters teamwork and communication among staff in the Section and Offices and across organizational boundaries.
• Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars, and conference; provides programmatic/substantive expertise on an issue and holds substantive and organizational discussions with representatives of other institutions.
• Perform other related duties as requested by the Executive Secretary.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, development planning, or related area is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

Over fifteen years (or over seventeen years for candidates with a first level university degree) of progressively responsible experience in managing work related to sustainable development and partnership functions in an international organization is required.

At least three years of experience in senior management positions at international level is required.

Demonstrated experience with United Nations System and intergovernmental processes and rules and regulations is desirable.

Experience in managing relations with other international and intergovernmental organizations within and outside the UN system is desirable.

Experience with the work of regional commissions is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.

This is a temporary position and will be available for six months initially.
