THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General.  Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid.  As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECD’s Executive Directorate (EXD), the Human Resource Management Service (HRM) employs a workforce of approximately 80 staff members and is responsible for providing stewardship of the Organisation’s human capital on behalf of the Secretary-General. Overseeing three divisions (HR Operations, the Client Services Group and the Talent Management and Analytics Group), EXD/HRM’s Head Office provides strategic HR direction, leadership in corporate and legal matters and oversight and co-ordination for the Organisation at large.

EXD/HRM is currently seeking a dynamic, management-data savvy and people-focused Deputy Head. A key focus for this position is the oversight, support and operational management of the Service at large to ensure the timely provision of high-quality advice, support and HR service delivery across the OECD, based on data management and KPI development where appropriate. As a key member of the Senior management team of the Organisation, they will provide intellectual leadership and rigour to ensure that EXD/HRM’s strategic and operational initiatives follow best practice, are innovative and address client and Members’ needs.

This opportunity is located in Paris, and the selected candidate will report directly to the Head of Service on a wide range of HR matters covering corporate HR management, policies and practices. 

Main Responsibilities

Leadership

  • Lead by example, providing EXD/HRM team members with clear, ethical and actionable direction, in support of EXD/HRM strategic and operational responsibilities. 
  • Assist the Head of EXD/HRM with oversight, support and operational management of the Service at large to ensure the timely provision of high-quality advice, support and HR service delivery across the OECD.
  • Foster cohesion across the Service and with other Services in EXD to ensure advice and services are comprehensive, consistent and timely, as well as ensuring strong and consistent support to client Directorates.
  • In their capacity as Deputy Head and a key member of EXD/HRM’s senior management team, represent or replace the Head of EXD/HRM at internal senior level meetings, meetings with Members and key stakeholders (i.e. Council, Executive Committee, Budget Committee, Audit Committee, Staff Association and Delegations).
  • Play a key role in supporting the Head of Service in the modernisation of EXD/HRM, including processes and systems redesign, management framework, functions, incorporation of data into decision making processes and transformational projects. 

Liaison and co-ordination 

  • Oversee the timely provision of comprehensive, accurate and relevant briefing material to the Executive Director and senior staff within EXD, supporting and contributing to integrated EXD advice and horizontal projects.
  • Internally within EXD/HRM, drive cross-function initiatives and engagement strategy of the different Divisions and their teams, ensuring breaking silos and alignment to the overall mission and vision for the service.
  • Serve as a unifying point in the Service to ensure optimal coordination across the EXD/HRM Divisions, thus fostering the seamless delivery of HR services to the broader OECD community.
  • Validate communications to All Staff and Staff Groups (i.e. Directors, Heads of Service, RMAs) on a wide range of HR related matters in the same spirit of ensuring consistent, accurate and timely advice and services.
  • Engage with a wide internal audience i.e. Internal and External Auditors, Staff Association, Data Protection Officer (DPO), Resource Management Advisors (RMAs), Employee Resource Groups and other key stakeholders on HR related matters, and brief the Head of Service and Executive Director, for situational awareness, as necessary. 

HR policies and rules 

  • Contribute to the drafting and oversight of HR people management policies as required, including modifications to the Staff Regulations and Rules applicable to Officials in liaison with EXD/DO, HR legal staff, the Directorate for Legal Affairs and external consultants when applicable.
  • Collaborate with the Client Services Group and Directorates on client and employee relations, providing related advice and guidance as necessary. 

Academic Background

  • Advanced university degree in human resources, business administration, economics, or organisational development.

Professional Background

  • Minimum ten years of relevant professional experience with proven capacity in the successful management of HR programmes in public or private sectors
  • Minimum ten years’ of people management experience with proven positive results
  • Substantial experience in data management to develop and support relevant business information, scorecards and dashboards
  • Substantial professional experience in an international or diverse, cross-cultural setting
  • Knowledge and understanding of HR policies, rules and procedures in an International Organisation would be an advantage

Contract Duration

  • Three-year fixed term appointment, with the possibility of renewal.

What the OECD offers

  • Depending on level of experience, monthly salary starts at 11.079,30 Euros, plus allowances based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
