This role is open to Nationals of any of the CARE East, Central and Southern African Countries and will be on a National Contract #Mozambique, Tanzania, Malawi, Zimbabwe, Zambia, Madagascar, Rwanda, Burundi, DRC, Uganda, Sudan, South Sudan, Ethiopia, Somalia, Kenya# JOB SUMMARY: CARE is seeking a highly skilled and experienced Deputy Regional Security Manager (DRSM) for Southern Africa to join our team. The DRSM will assist the Regional Security Manager (RSM) in overseeing and implementing safety and security protocols across Mozambique, Tanzania, Malawi, Zimbabwe, Zambia, and Madagascar. This role is crucial for ensuring the safety and security of our staff and operations in the region.

KEY RESPONSIBILITIES: Support to Safety and Security Teams: Mentor and train Country Office (CO) Safety and Security Focal Points (SSFPs) and Managers (SSMs). Aid in the development of contextual understanding and risk assessments for COs. Ensure adherence to Safety and Security Management Plans (SSMPs) and provide support for major events and incidents. Procedures and Protocols: Monitor and advise on the implementation of CARE’s safety and security protocols. Ensure effective communication and adherence to international standards. Report non-compliance and advise on corrective actions. Critical Incidents: Guide CO staff in managing critical incidents and emergencies, including evacuations. Assist in investigations and manage incidents as needed. Communication and Reporting: Oversee the preparation and consolidation of security reports, including Monthly Security Reports and KPI updates. Maintain the SA section of the CSU (CARE Security Unit) online database (Archer) and coordinate with COs. Logistics, Budgets, and Training: Monitor and advise on logistical support and budgeting for security. Support and participate in security training programs, including Staff Readiness Training (SRT), HEAT, and crisis management. Representation and Coordination: Represent CARE in external security forums and coordinate with security leads from other agencies. Act as the primary contact for the CSU SA in the RSM’s absence and manage the dissemination of reports and budget tracking. QUALIFICATIONS: University degree required; relevant education qualifications may be relaxed for experienced candidates. Specialist training in safety and security (e.g., NGO, private sector security, public safety, military or police training) at a supervisory level. Qualified instructor in risk management, including risk assessments and incident management. Minimum of 5 years’ experience in safety and security roles, preferably with a humanitarian or development organization, including managerial or supervisory experience. Proven experience managing security across multiple countries and in volatile environments. Strong leadership and mentoring abilities. Excellent analytical and problem-solving skills. Effective communication and report-writing skills. Proficiency in using security management tools and databases. #LI-CM1
