Job Description:

Job Purpose:

 

This position will provide technical leadership in Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for World Vision Somalia’s Food, Voucher, and Cash programming in all target areas of the country.

 

The incumbent will lead the design, monitoring, evaluation, accountability, and learning (MEAL) processes of food and cash assistance projects in the context of complex emergency, recovery and development nexus, ensure all projects meet established quality assurance by designing and implementing regular need/feasibility assessments, monitoring (context, market, vendor, risks, routine, onsite and post-distribution, partners), accountability to affected population (AAP), review, and evaluation approaches in compliance with donors, UN Cluster, and WVI’s internal standards.

 

The position will lead accountability to the affected population in line with Core Humanitarian Standards and the World Visions Program Accountability Framework (PAF). Core to the role is capacity building of the MEAL team, providing technical leadership and guidance in evidence building, and knowledge management, and promote a culture of reflection and learning in projects to inform decision-making processes at all levels of project management.

 

Key Job Responsibilities:

Development and Implementation of MEAL Plans.

  • Lead in the design, roll out and manage the implementation of MEAL plan, consolidated Indicator Performance Tracking Tables (IPTT).
  • Facilitate setting up of national level targets, and oversee regular update and review of key indicators for all cash and Food projects.
  • Ensure the design and implementation of standard and harmonized M&E plans and tools including digital data collection to ensure all the cash and food assistance projects meet established quality standards and aligned to all key project M&E indicators as per the WVI, DMT and donors’ interest.
  • Lead in the development of protocols and procedures for standardized aggregation, analysis and reporting of project outputs, outcomes and impact as required at the internal, external, and donor levels.
  • Support project teams in assessment and evaluation exercises, developing tools, undertaking quality control and contributing to analysis of program data and periodic reports from different technical projects into periodic management reports usable by Technical Project Managers, Senior Management, Senior Leadership and other WV entities
  • Lead in the development and roll-out of the baseline and regular needs/feasibility assessments for Cash and Food Projects.
  • Oversee and execute M&E activities which include context and risks monitoring, market monitoring, redemption monitoring,
  • onsite and post-distribution monitoring, project routine monitoring, project review/learning, and end line evaluation.
  • Undertake regular visits to the field to support implementation of MEAL plans, but also identify where adaptions are required

 

Quality Assurance and Strengthening the Capacity of the MEAL Function

  • Conduct periodic capacity assessments, and development of, and roll out of a MEAL capacity building plans for MEAL staff
  • Lead in the development and implementation of data quality audits to ensure decision making process are informed by reliable data
  • Promote adherence to program standards by all national offices as required by the donor and WV partnership
  • Provide training for field staff in basic skills, concepts, and approaches in proposal writing, project planning and management, monitoring and evaluation, participatory approaches and transformational development to help enhance the knowledge and skills of field staff in these aspects
  • Coach technical officers, program managers and field staff in delivering an effective program M&E system.

 

Project Reporting, including Capacity Building/Quality Control

  • Review field-level project reports, ensuring the highest level of technical rigor;
  • Track project reporting deadlines in collaboration with Program Manager-Cash and Food, ensuring timely information provided to support excellence in reporting;
  • Track performance of programs in the zones against their ME Events Calendar and provide regular updates on progress to the QA & Strategy Manager
  • Mentor field-level staff in report writing, ensuring full information provision in support of donor and WV compliance.
  • He/she will provide broader capacity building and oversight within the portfolio assigned, ensuring that all support provided to projects are of the highest technical rigor, with demonstrated impact, meeting the expectations of key stakeholders including donors, government and beneficiaries.

 

Ensure Accountability to Affected People (AAP)

  • Ensure project quality assurance by standardizing and harmonization of community engagement, information provision, community feedback/accountability, protection monitoring and reporting mechanisms for all food and cash projects in compliance with World Visions Program Accountability Framework (PAF), WFP, and Core Humanitarian Standards/UN Cluster standards.
  • Support relevant program and field staff at project and program level in conducting assessments to determine preferred Accountability Mechanisms, implementation of the appropriate feedback mechanisms, monitoring of protection and satisfaction levels and CRM reporting and analysis;
  • Promote a platform of reflection and learning from periodic AAP/CRM reports specifically related to all food and cash projects
  • Ensures that accountability mechanisms such as Feedback mechanisms are functional and complaints tracked at field, program, and country office level.

 

Research, Knowledge Management and Learning

  • Lead design of rapid assessments and programme evaluations for country programmes and in support of acquisition of new grants.
  • Support documentation and dissemination of research findings and other innovations on program quality that can improve project planning and outcome
  • Synthesize and summarize trends in NOs monitoring and evaluations in line with projects KPIs and respective targets.
  • Design and implement a knowledge management plans that outlines the key information products with specific audience to promote data and information utilization by different stakeholders
  • Design and implement a system that is able to identify, analyze document and disseminate lessons learnt.
  • Promote and facilitate processes for identifying, documenting and disseminating good ME practices in the region
  • Lead Quarterly Review Meetings, ensuring excellence in capturing of lesson learnt and strategic actions to improve project performance.

 

External engagement, Collaboration and coordination

  • Maintain a functional working relationship the support office to ensure that partnership and donor requirements on the projects are timely met.
  • Maintain a functional working relationship with the DMT monitoring team
  • Foster an effective working relationship with the National MEAL and technical specialist to ensure that program quality standards as expected by the partnership and the donor are met.
  • Establish platforms for reflection and learning among the project team and partners.
  • Participate and represent WV in key relevant meeting with key stakeholders including government and other INGO and meet the accountability requirement the key stakeholders.
  • Work with the Quality Assurance and Strategy Manager to ensure that the project meet the partnership program quality standards.

 

Required Education, Experience/Skills for the Role:

  • Minimum of Bachelor’s degree but Master’s degree preferred in relevant technical field preferred (Monitoring & Evaluation, Agricultural Sciences/ Public health/ humanitarian protection/ international development/ International relations,)
  • 7 years’ experience in design, monitoring, evaluation and accountability of food security and resilience programming in a humanitarian and or development context with at least three years of demonstrated experience in monitoring, evaluation, accountability, and learning (MEAL) processes or MEAL functionalities in food assistance (in-kind food, cash, and voucher), and 3 years of which in a similar position.
  • Strong experience in designing and implementing rapid assesments and evaluations
  •  Demonstrated, superior project cycle management skills, including the ability to plan, track progress, match activity plans with budgets, and follow donor regulations
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
  • Professional technical skill desired: DM&E training with practical experience of at least 10 years, Humanitarian standards (SPHERE), specific training on donor reporting requirements, Security training
  • Strong experience in designing assessments and longitudinal studies.

 

Preferred (Nice to have) Knowledge and Qualifications:

  • Exceptional English languages skills, particularly writing skills
  • Computer skills with data analysis packages as SPSS, STATA, Excel, ACCESS,
  • Ability to apply IT and mobile platforms for M&E
  • Presentation skills and experience in delivering M&E training programmes for teams
  • Understanding of WVI DME framework.
  • Ability to work both independently and collaboratively with a diverse geographically spread team;
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;
  • Knowledge of organizational development and capacity building methodologies, tools and best practices;
  • Perform other duties as required.

 

Language, Travel and/or Work Environment Requirement

  • Fully time job based at field office – in Baidoa- SWC Somalia
  • Domestic and international travel is required for this position.
  • Fluency in written and spoken English
  • Ready to work long hours in harsh, stressful environments
