Indonesia has put high priority on the energy transition to cleaner energy by developing renewable energy. This energy transition, however, must enable Indonesia to continue growing while the country requires more energy. At the same time, the energy transition is of critical importance to reduce GHG emissions. Renewable Energy – Accelerated Transition (RE-ACT) Project aims to accelerate the transition to renewable energy, implemented by GGGI and led by the Directorate for Various New and Renewable Energy at the Directorate General for New Energy, Renewable Energy and Energy Conservation (EBTKE), Ministry of Energy and Mineral Resource (MEMR), as the executing government agency. Co-chairing the project is the Ministry of National Development Planning (BAPPENAS). RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia that is held back by policy barriers and a lack of proven investment projects that demonstrate commercial feasibility of renewable energy projects to private investors. The RE-ACT project started in October 2021 and has a maximum project duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the Indonesian government to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy, in turn allowing more ambitious NDCs.
The digitalization of renewable energy governance plays a crucial role in accelerating Indonesia’s transition to renewable energy. As the country seeks to expand its renewable energy capacity while ensuring economic growth, an efficient and transparent regulatory and permitting process are essential. Sistem Pelayanan dan Pelaporan Terintegrasi PLTS Atap (SIMANTAPS – Integrated Service and Reporting System for Rooftop Solar PV) is being developed to streamline the permitting process, enhance data collection, and improve monitoring capabilities for rooftop solar PVs projects. This system is expected to reduce administrative bottlenecks, improve policy enforcement, and facilitate greater private sector participation in the renewable energy market.
The development of SIMANTAPS is mandated and aligned with Indonesia’s policy framework, particularly the Ministerial Regulation of Energy and Mineral Resources (Permen ESDM) No. 2 of 2024, which essentially governs the use of rooftop solar PV for public purposes, mandates the implementation of this application to support potential users in implementing rooftop solar PV on their properties while also assisting existing users in monitoring the performance of their rooftop solar PV systems.By enabling seamless integration with other platforms such as Sistem Informasi Usaha Jasa Penunjang Tenaga Listrik (SI UJANG GATRIK – Information System for Electricity Support Business and Services), SIMANTAPS enhances regulatory compliance and operational transparency. Additionally, the system contributes to Indonesia’s NDC commitments by supporting the expansion of clean energy while ensuring effective governance. As part of the RE-ACT Project, SIMANTAPS plays a key role in accelerating an enabling environment for renewable energy investments and Indonesia’s journey toward its NZE target.
In this context, GGGI will hire a consultant with sufficient knowledge and expertise in IT systems, software development, and application deployment to assist in the development of the application for monitoring and reporting of rooftop solar PVs.
To assist in the development of the application for monitoring and reporting of rooftop solar PVs, the consultant will provide support in the form of:
The deliverables to be submitted include the report of the development on application for monitoring and reporting of rooftop solar PVs and the comprehensive user guide. Additionally, an inception report and final report must be provided.

This consultancy work is anticipated to be implemented in 3 months timeframe, starting from April 2025 and is expected to be completed by June 2025.
The contract is delivery-based, with payments made according to the schedule outlined in Table 1. The GGGI RE-ACT Project will cover the travel and accommodation expenses of the Consultant for workshops and FGDs; however, per-diem costs are not included.
The Consultant will report directly to and coordinate daily activities with GGGI’s RE-ACT Project Manager. Progress will be monitored through periodic review meetings, scheduled in consultation with the Consultant and GGGI. The Consultant shall provide a formal progress report (2-3 pages) upon request, including an overview of the project, a narrative description of activities, detailed objectives and milestones, and actual achievements against the timeline. Regular offline and/or online progress meetings will be held between the Consultant, GGGI, and relevant Government Partners. Any changes or adjustments to the scope of work, whether initiated by GGGI or requested by the consultant, will require an amendment to the contract.
Deliverables must be submitted in English and comply with GGGI’s formatting requirements. Documents should be submitted electronically, including all raw data, research materials, meeting minutes, and interview notes. Upon request, the Consultant may need to provide results in Bahasa Indonesia. Key performance indicators include 100% on-time delivery per the “Timetable and reporting arrangements” and ensuring no late, incorrect, or incomplete submissions.
To be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized by GGGI. Reference checks will be conducted on those candidates selected for an interview.
