The Digital Impact Strategy and Data Officer reports to the Director of Digital Impact, Technology & Innovation Department & Chief Information Officer (CIO).

Responsibilities

Digital Impact Strategy Development:
– Collaborates with senior leadership to define and refine digital impact strategies aligned with the organization’s mission and objectives. Identifies opportunities to leverage digital technologies to deliver direct impact to Palestine refugees.

Data Management:
– Develops and implements a robust data management strategy. Builds partnerships with senior leadership to establish the vision for managing data as an asset to exploit data and analytics capabilities to maximize the value derived from data assets.

Data Analysis and Insights:
– Defines data and analytics vision, strategy and associated practices. Leads the creation (and assures the ongoing relevance) of the organization’s data and analytics strategy in collaboration with the senior management.

Information Management:
– Develops and maintains organization’s information policies. Explores the value of enterprise information assets.

– Fosters the creation of a data-driven culture, related competencies and data literacy across the enterprise.

Innovation:
– Leads data-driven innovation for the organization, including investigation, adoption and exploitation of artificial intelligence.

Technology Integration:
– Stays updated on emerging digital technologies and trends. Collaborates with IT teams to integrate new tools and platforms that enhance our digital impact and data management efforts.

Collaboration and Training:
– Collaborates with colleagues across departments to ensure a consistent approach to digital impact and data management. Provides training and guidance to staff on best practices related to data collection, analysis, and digital engagement.

Compliance and Security:
– Ensures data privacy and security protocols are followed in all digital initiatives. Keeps abreast of data protection regulations and implements necessary measures.

Education

An advanced university degree (master’s degree or equivalent) from an accredited educational institution in Data Science, Software Engineering, Software Architecture, Computer Science, Information Systems, or related disciplines.

Job – Specific Qualification

Certifications in data analytics tools such as Google Analytics, Tableau, or Power BI is desirable.

Project Management Professional (PMP) / PRINCE2 is desirable.

Certified Data Management Professional (CDMP) is desirable.

Digital Strategy Certified Professional is desirable.

Certified Business Intelligence Professional (CBIP) is desirable.

Certified Digital Transformation Leader is desirable.

Certified Big Data Professional is desirable.

Work Experience

At least 8 years of progressively responsible and relevant professional experience in Information Management, Strategy Development and/or driving digital transformation through data-driven initiatives is required.

Experience in working with cross-functional teams, multidisciplinary environments and enterprise-wide data and analytics programs, operating and influencing effectively across the organization and within complex contexts is required.

Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards is required.

Data Privacy and Compliance: Experience with data protection and privacy regulations (such as GDPR or CCPA) to ensure ethical and compliant data management practices is required.

Emerging Technology Awareness: Demonstrated understanding of emerging technologies like AI, Data Lakes, Big Data, Data Analytics, illustrating capacity to incorporate innovative solutions is required.

Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required.

An advanced university degree (master’s degree or equivalent) from an accredited educational
institution in Data Science, Software Engineering, Software Architecture, Computer Science,
Information Systems, or related disciplines is required.

Knowledge of the mandate and mission of UNRWA as well as the cultural, political and social
environment in which it operates is desirable.

Work experience with public sector (education, health, registration, and social services) information management systems is desirable.

Work experience in an international context is desirable.

Languages

Excellent command of spoken and written English.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Type of Contract and duration: 2 years, with the possibility of further extension.

The incumbent of this post will be required to travel throughout the Agency’s area of operations in the Middle East.
