JOB DETAIL

1. SUMMARY 

NATO’s Public Diplomacy efforts serve a vital function within the Alliance by communicating its purpose and priorities to audiences worldwide. In fulfilling this role, the Public Diplomacy Division (PDD) actively strengthens NATO’s public image, thereby fostering trust in and support for the Alliance. The Division also acts as coordinator for strategic communication activities across all NATO civilian and military bodies and commands.

The Communications Services (COM) Section, PDD’s digital outreach team, enables PDD to take a landscape approach to digital communication, including the strategic conception, acquisition, production, management, marketing and distribution of multimedia content to engage the Alliance’s audiences in NATO missions, events, operations and activities. PDD-COM comprises two interlinked teams that manage, respectively: content planning, creation and marketing; and NATO’s communication platforms and infrastructure, to include NATO’s broadcast operations and the NATO website.

PDD-COM is looking for a keen digital communicator to work in the team responsible for all aspects of the web editorial content lifecycle including planning, producing, publishing, promoting, and assessing the performance of new products on the NATO website, as well as monitoring, updating, and optimising existing web content. The incumbent will play a vital role in coordinating the team’s work, helping the team keep track of ongoing work strands, as well as contributing to creative web projects to improve the engagement of web users. The incumbent will also liaise closely with other teams, helping integrate multimedia content (photos; videos, including animations; infographics) on web pages, and developing promotional strategies for web content on social media channels. When necessary, they will also be responsible for drafting and editing web editorial content.

2.QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must possess:

  • A higher secondary education qualification with at least 4 years of professional experience related to the post, OR upper vocational training/a post-secondary degree in a discipline relevant for this position with at least 2 years of professional experience in web communications, strategic communications, marketing and branding, or social media;
  • Extensive proven experience in digital communications (e.g. web writing, copyediting, processing photos/video/audio for web/social media, marketing and branding, digital and graphic design);
  • A high level of digital fluency, with extensive experience in a wide range of programs and applications for digital content creation, project tracking, and performance assessment;
  • Excellent communication, networking, and stakeholder management skills, with demonstrated experience building effective relationships within and across teams;
  • Excellent creativity and innovation, with a demonstrated ability to come up with ideas and propose new approaches, particularly in order to adapt information so that it is meaningful and relevant for a non-expert audience;
  • Excellent organisational skills, with a proven record of coordinating multiple projects with competing priorities;
  • The following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE

The following would be considered an advantage:

  • Experience working on websites, including using content management systems, and especially with web content inventory and content migration to a new CMS;
  • Experience improving web content with SEO techniques, and using marketing tools such as UTM coding and tracking;
  • Experience establishing and reviewing metrics and analytics for web content, including using tools like Google Analytics;
  • Experience coordinating projects involving multiple stakeholders, including establishing systems to keep track of work strands from numerous contributors;
  • Experience consolidating team inputs and contributing to regular reports, readouts, meetings, and other mechanisms for reporting on the team’s work;
  • Experience creating compelling content for enterprise social media channels;
  • Experience in  writing, editing, and copyediting in one or both of NATO’s official languages (English or French);
  • Fluency in other NATO and/or partner country languages;
  • Knowledge of international political affairs, including familiarity with NATO and other European or Euro-Atlantic institutions.

3.MAIN ACCOUNTABILITIES

Expertise Development

Provide technical expertise and recommendations to enrich, optimise and monitor web products. Provide support in all stages of planning, preparation, production, and implementation, especially for visually engaging web products that use photos and videos. Make recommendations for technical improvements to web products, including, but not limited to, SEO, page layout, and localisation in NATO and/or partner country languages. Assist in the management of broader communications initiatives within the section or PDD.

Information Management

Provide support for web content inventory on an ongoing basis. Monitor and maintain oversight of content on the NATO website in view of planning and coordinating with content generators division-wide. Draft and/or edit emails, documents, letters or memoranda as required to be forwarded within NATO or to external authorities. Retrieve and transmit relevant information and documentation to internal and external stakeholders. Proofread, copyedit, verify and validate, where appropriate, team products and tools prior to launch or reproduction.

Stakeholder Management

Identify and communicate instructions and deadlines, as well as provide guidance, to internal and external suppliers (e.g. graphic- and web-designers, multimedia producers, technical teams, translation agencies, etc.). Cooperate with staff of other Sections and other International Staff (IS)/International Military Staff (IMS) Divisions as well as NATO Agencies and Commands in the planning and execution of various communications projects.

Knowledge Management

Enhance the institutional knowledge base and technical know-how of NATO in the realm of communications and facilitate access to relevant information.

Project Management

Perform tasks related to the design, planning, preparation and implementation, promotion, monitoring and assessment phases of team projects (digital, audiovisual and social media projects) in an efficient, structured, coordinated, integrated and timely manner.

People Management

Develop relationships within the section, the division and NATO-wide to acquire a solid understanding of the Organisation’s digital landscape, while providing support to create synergies among different digital content generators.

Perform any other related duty as assigned.

4.INTERRELATIONSHIPS

The incumbent reports to the Head of the Web Editorial team. The incumbent works under the overall direction of the Principal Editor and liaises with a broad range of internal content generators, and occasionally with external suppliers (e.g. designers, multimedia producers, technical teams, TV producers, translation agencies, etc.). The incumbent has regular interactions with a broad range of international colleagues and partners, including staff members of other Divisions of the International Staff (IS)/ International Military Staff (IMS), NATO Agencies and Commands, members of national delegations, as well as a broad range of users accessing NATO corporate communications products and services. The incumbent must also maintain good working relationships with the other staff of the Unit, the Section and the Public Diplomacy Division.

6.CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
